Proposal Manager

As a Proposal Manager at Beam, you will lead the development of proposals for the supply of the full range of Beam's service lines, often in complex integrated offerings spanning our technology offerings and with external partners. You will be responsible for ensuring that all tender submissions align with commercial guidelines and strategic objectives, contributing significantly to the company's growth and market presence.

Key responsibilities include overseeing the end-to-end tendering process, supporting business development and sales teams in identifying growth opportunities, and collaborating with executive leadership to define and achieve key performance targets. You will also play a vital role in proposal development, conducting in-depth analysis of client requirements, cost calculations, and risk assessments. You will serve as a critical link between Beam and external stakeholders, including subcontractors and partners, to ensure effective collaboration during the tendering process.

Objectives & Responsibilities:

Beam is an exciting and dynamic environment meaning these are likely to change as we grow. Upon joining your objectives and responsibilities will include:

 Tender Process Management
• Implement and oversee the tendering process, ensuring compliance with Beam's commercial guidelines and golden rules.
• Review and evaluate tender bids and proposals, maintaining consistency across the organization, but specifically how the process is managed in USA
• Manage bid or no-bid decisions to optimize resource allocation.
• Communicate directly with customers, vendors or suppliers as needed
• Be responsible for all document management

Business Development & Growth

• Collaborate closely with Business Development (BD) and Sales teams to identify new opportunities for business growth in USA.
• Contribute to decision-making processes related to new opportunities.
• Assist the Business Unit Director & Chief Revenue Officer in defining and implementing targets aligned with strategic objectives.
• Understanding the market rates and being able to communicate effectively to other leaders recommended budgets and strategies for ongoing tenders.

Proposal Development & Coordination

• Manage the preparation and submission of technical and commercial proposals.
• Analyse client requests for quotations, compile technical requirements, perform cost calculations, and conduct risk assessments.
• Program works and draft execution schedules, incorporating high-probability opportunities into the corporate vessel schedule.
• Coordinate larger and complex proposal submissions, ensuring the end-to-end bid process is effectively managed.
• Ensure proposals meet high-quality standards and align with Beam's objectives
• Take direction from UK based tendering team but ensure local US best common practices are used.

Stakeholder Engagement:

• Liaise effectively with subcontractors, partners, and supporting departments/functions to ensure seamless coordination during the tendering process.
• Lead reviews with the executive team to gain approval for risk approaches.
• Attend clarification meetings with clients as needed.
• Provide support during customer negotiations to facilitate deal closure.

Documentation and Reporting:

• Assume responsibility for all associated handover documentation in the event of a successful award.
• Proficient in spreadsheet development and document control
• Generate reports for internal key stakeholders to monitor progress and outcomes.
• Establish and maintain a library of reusable materials, templates, and proposal elements to streamline future bids.
• Be familiar and comfortable with updating CRM databases like SalesForce

  • Proven experience in tender management, business development, or a related role within the maritime or offshore wind renewable industry.
  • Leadership abilities with a track record of developing & leading high-performing teams or working in small groups in a start up environment
  • Excellent analytical and strategic thinking skills.
  • Outstanding communication and negotiation skills both internally and with customers, vendors or suppliers.
  • High attention to detail and focus on quality in tendering deliverables
  • Effective time management able to handle multiple tasks simultaneously to meet deadlines
  • Familiarity with renewable industry regulations, common practices and standards in USA
  • Familiarity with the common work scopes that are closely related to vessel services, ROV services and survey being tendered in USA.
  • Proficiency in proposal development in Microsoft excel and submission
  • Ability to take initiative for finding most competitive prices for equipment and personnel to place in tenders
