Role Overview:

We are looking for a PEO Licensing & Compliance Specialist or Counsel to manage and maintain Deel’s PEO licenses and ensure compliance with U.S. state-specific laws and regulations. This role will report directly to the US Head of Legal in the USA and will be responsible for managing all regulatory filings, tracking changes in state laws, and ensuring that Deel's PEO operations remain compliant across multiple jurisdictions. The ideal candidate will have a strong understanding of PEO-specific regulatory requirements, excellent attention to detail, and experience working with legal and regulatory bodies.

Key Responsibilities:

  • PEO Licensing: Manage and maintain Deel’s PEO licenses across U.S. states, ensuring timely renewals and accurate filings with relevant state authorities.

  • State Compliance: Stay up-to-date with U.S. state-specific laws, regulations, and licensing requirements related to PEO operations. Ensure Deel’s services are fully compliant in each jurisdiction where we operate.

  • Regulatory Filings: Prepare and submit necessary documentation and reports to regulatory bodies, including license applications, renewals, quarterly and annual reports, and other state-mandated filings.

  • Monitor Legislative Changes: Track and interpret changes in U.S. state laws and regulations impacting PEOs. Communicate any changes that affect Deel’s compliance posture and work with the legal and operational teams to implement necessary changes.

  • Cross-Functional Collaboration: Collaborate with internal teams, including Legal, Tax, Payroll, Benefits, and Operations, to ensure consistent compliance with state regulations across all PEO activities.

  • Audits & Investigations: Coordinate responses to state regulatory audits or investigations, ensuring timely and accurate information is provided.

  • Compliance Reporting: Maintain detailed records of licenses, filings, and compliance-related activities. Provide regular reports to the Head of US Legal and other stakeholders on the status of state licenses and compliance matters.

  • Risk Management: Identify potential compliance risks related to state regulations and work with legal and business teams to mitigate those risks.

  • Process Improvement: Continuously review and improve processes for managing state licenses and compliance to streamline operations and reduce risk.

Key Qualifications:

  • 3+ years of experience in PEO compliance, legal, or regulatory affairs, with a focus on U.S. state regulations. The successful candidate must have experience working for a PEO.

  • Deep understanding of U.S. PEO licensing and regulatory requirements across multiple states.

  • Strong familiarity with state labor laws, workers’ compensation, unemployment insurance, and tax regulations as they relate to PEO operations.

  • Excellent organizational skills, with experience managing large volumes of data, regulatory filings, and deadlines.

  • Strong communication and interpersonal skills, with the ability to work collaboratively with cross-functional teams.

  • Attention to detail and accuracy in managing compliance documentation and records.

  • Experience working with state regulatory agencies and responding to audits or investigations.
