Job Description:
Parsons is hiring a Program Manager responsible for the successful execution of a multi-tenant, $500M+ program in support of USARPAC, its subordinate units, and its strategic and operational partners. The ideal candidate will have 10+ years’ relevant experience and have a history of successfully running projects, contracts, and operations with the DoD or like customers. The candidate must enjoy working in a high tempo environment with other high-performing personnel. This position is contingent upon customer approval for the key personnel contract position.
What You'll Be Doing:
- Manages a $100M+ annual ceiling for a $500M+ cost plus award fee (CPAF) GSA Federal Systems Integration and Management Center (FEDSIM)/Assisted Acquisition Services (AAS) vehicle as the Prime PM (including 15+ multi-tenant government clients)
- Directs full-spectrum program management activities across cost, schedule, requirements, contracting, finance, and strategic planning process areas.
- Maintains high Award Fee Determination ratings and CPARs – current team average 96%
- Develops and maintains collaborative relationships across the full range of stakeholders to include FEDSIM/AAS, government technical monitors, resource partners, Program Management Office (PMO), and subcontractors.
- Manages a large team of project managers - responsible for both day-to-day operational direction and long-term professional development. Leads and advises an additional 20+ support staff in diverse areas including but not limited to: contracts and procurement, security, finance, documentation, talent acquisition, human resources, compliance, and quality.
- Leads efforts for recruitment, retention, and lessons learned. Leads strategic planning and execution for technical performance, human resources, professional development, and conflict resolution.
- Advises both government and corporate senior leadership on strategic contract planning to include forecasting, estimating risk and probability of success, quality, and assessing earned value. Briefs executive leadership and GO/SES level government stakeholders as required.
- Oversees subcontract actions for a current pool of 50+ teaming partners and vendors.
- Manages a full time equivalent (FTE) portfolio with over 500 Prime and Subcontract personnel
- Provides senior level guidance on crafting statements of work, technical evaluations, market research techniques, and sole-source justifications when applicable to ensure seamless and rapid onboarding of subcontract companies
- Develops, distributes, and briefs monthly status reports, monthly technical status meetings, self- assessment reviews, project management reviews and project kickoffs as required
- Contributes to Parsons’ FEDSIM/AAS government bid and proposal team efforts as required, providing subject matter expertise regarding program management, technical intelligence, past performance, and pricing models
- Plans and defines overarching program goals and devises methods to accomplish them
- Identifies program inefficiencies and works with DPM to develop process for improvement
- Briefs Parsons Executive leadership and SES/GO level stakeholders as required
- Tracks strategic level CLIN assessments, estimate to completion metrics, finances/invoices, personnel management including recruitment and retention, subcontracts, and project deliverables
- Works with other managers, technical teams, and discipline leads to develop and track ROMs, budgets, schedules, best value analysis and plans for the various elements of each project; ensuring that the project meets or exceeds goals established in these plans
- Develops in-depth knowledge of objectives, subcontract terms, and relevant policies
- Manages contract compliance, task order level deliverables, and project risks
- Conducts random audits of project procurement and travel requests including to ensure Task Order compliance, employee training, and process efficiency
- Establishes and manages initial relationships with government stakeholders (both FEDSIM/AAS and mission partners) and teammates and vendors
- Coordinates with senior leaders from all corporate support functions including but not limited to: Contracts, Subcontracts, Security, Government Property, Project Controls, Legal, BD, Taxes, HR, and Talent Acquisition. Ensure successful program execution.
- Elevates issues to leadership as required using prepared issue statements and proposed solutions
- Routinely reviews and assesses contract-level metrics to include but not limited to: accomplishments, schedule, financials, quality, staffing, security, deliverables, and stakeholder communication. Provide feedback to staff regarding senior direction or course correction as required
- Develops in-depth knowledge of mission partners, to include their POCs and roles, funding profile, objectives, and growth opportunities
- Provides oversight and final approval of ROMs, ETC files, project plans, and risk assessments for each project; ensure that the program meets or exceeds goals established in these plans
- Monitors and reports to senior leadership on program progress, including significant milestones, and any conditions which would have a drastic effect on the Business Plan or recompete
- Travels to various CONUS/OCONUS sites as required – primarily for relationship building, project kickoff/closeout, to attend high vis events, and for conflict resolution. 10 – 20% travel is anticipated
What Required Skills You'll Bring:
- 10+ years’ experience in DoD research and development, C4/IT services, operations, training, cyber, and/or exercise functions. Strong emphasis on Project Management
- Possess three years of current experience (i.e., within the last ten years) working on CCMD projects supporting operations, intelligence, C4/IT and information requirements, planning, and training.
- Possess three years of current experience (i.e., within the last ten years) managing large, complex projects that include intelligence or special operations support elements.
- Experience managing multiple sub-contractors across different lines of effort
- Ability to brief senior leadership on project status, milestones, and/or challenges
- Strong writing and strategic communication skills
- Bachelor’s degree in Business or related technical field
- Project Management Professional (PMP) certification
- Must have Top Secret with SCI Eligibility
What Desired Skills You'll Bring:

Salary Range:
$126,600.00 - $227,900.00
