PRINCIPAL COST/PRICE ANALYST

INCATech is searching for a Principal Cost/Price Analyst to support a program at the Federal Aviation Administration. The Principal Cost/Price Analyst will:

RESPONSIBILITIES:

  • Obtain, analyze and evaluate complex quantitative information utilizing computer-driven analytical systems to make comparisons and form recommendations.
  • Perform comparative analysis of vendor terms and/or cost proposals with historical data to develop recommendations on vendor selection, program/contract terms, or prices.
  • Review cost proposals and produce reports that identify proposed labor, associated hours and cost, and determine inconsistencies with previous proposed labor.
  • Research and use the most appropriate methodology to forecast program completion cost.
  • Verify cost data with Government accounting and audit agency recommended rates.
  • Analyze proposed prices or cost, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production efficiencies, and evaluating methods of allocating cost through various types of overhead and general and administrative expense.
  • Post-Award Acquisition Support: Provide advice, recommendations, and document support in all areas of the acquisition post-award phase. Perform rigorous financial analysis and invoice review, draft contract modifications as requested, draft contract letters, and maintain contract files in a SharePoint environment.

Related Experience:

  • Bachelor’s Degree
  • 10 years of experience providing pre-award, source evaluation, and contracts administration support
  • Level 3 contracts certification (e.g. FAC-C III, DAWIA III)
  • Experience with all contracts type including cost reimbursable, cost plus, time and materials, fixed price etc
  • Experience in cost and price analysis for the purpose of determining cost and price reasonableness and realism.
  • Experience developing and maintaining cost and price models tailored to specific requirements.
  • Experience developing cost and price databases, and experience utilizing Government financial systems.
  • Experience providing analysis and concerning validation of billing, funding, and potential changes requests for both competitive and single source proposal evaluations.
  • Excellent contract administration experience.
  • Experience performing significant financial reconciliation.
  • Proficiency in using contract writing & administration tools, to perform Funding MODs, Admin MODs and Change Orders.
  • Strong business acumen and excellent communication skills (oral and written).
  • Superior customer service, critical thinking, and communications skills.
  • Excellent verbal and written communication skills are essential.
  • Individual must be a self-starter, high energy, and able to lead a complex long-term initiative.
  • Experience in Microsoft Office Suite (Word, Excel, PowerPoint, etc.).


PREFERRED:

  • Experience providing evaluation of Qualitative and Quantitative (Q&Q) Technical Reports
  • Experience providing negotiation support to Contracting Officers and assist in preparation of Pre-Negotiation and Post Negotiation Memoranda
  • Experience developing Independent Government Cost Estimates (IGCEs).
  • Experience performing subcontractor cost reviews
  • Experience with FAA Acquisition Management System (FAA-AMS).
