The ideal candidate will be Hybrid in Phoenix, AZ, but will consider applicants located in WA, OR, UT, CA, or NV.

Our Department of Defense contract requires US citizenship and a favorably adjudicated DOD background investigation for this position.

Job Summary

The incumbent is responsible for supporting the development of contingency support and coordination plans relating to potential events that could affect the capabilities and capacities of healthcare facilities and services to beneficiary communities supported through contracted services that TriWest provides for the Veterans’ Administration (VA) Community Care Network (CCN) and the Department of Defense (DoD) TRICARE West Region managed care support contracts. The incumbent will work in close coordination with the Director of Contingency Planning & Support, and the Vice Presidents and Regional Directors .The incumbent will also maintain close communication, share information developed, and coordinate potential recovery and mitigation plans with other applicable TriWest department leadership. The position reports to the Director of Contingency Planning & Support, a key member of the TriWest, Military and Veteran Services team. During Contingency exercises or actual events, the incumbent will provide support and communications assistance to the MVS Vice Presidents and Regional Directors who serve as the primary points of contact with the MTFs and to the TriWest MVS Command Center.

Education & Experience

Required:

  • Associate’s degree in healthcare services, Business, or a related field or equivalent work experience
  • U.S. Citizenship
  • Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
  • 2 years of management experience with increasing responsibilities
  • 3 years recent healthcare and operations support experience
  • Demonstrates experience with contingency and/or emergency management planning

Preferred

  • Bachelor’s degree in Healthcare Services, Business, Emergency Management & Planning, or a related field
  • Completion of the Federal Emergency Management Institute (EMI) programs, focused on the National Response Framework, Continuity of Operations (COOP), National Incident Management System (NIMS) and the Emergency Management Professional Program (EMPP)
  • Experience with military contingency and operations planning
  • Experience in the military healthcare system

Key Responsibilities

  • Supporting the development, maintenance, and testing DoD managed care support contract, regulations, and industry practices.
  • Assisting in the development and updating of risk assessments and analysis of previously known contingency scenarios such as planned and unplanned deployment of MTF staff and possible natural events (earthquakes, storms, wildfires, other acts of nature) that can impact the delivery of healthcare in the supported MTFs.
  • Maintaining communications and a collaborative working relationship with the VPs, Regional Directors and staff who serve as the primary points of contact with the supported DoD healthcare facilities to gain awareness and insights into any anticipated events or operations that may affect services to their beneficiary communities.
  • Participating in designated working groups and committees with the staff of other TriWest regarding provider networks, contingency information and planning activities.
  • Supporting the MVS Vice Presidents and Regional Directors in contingency exercises with supported DoD healthcare facilities and drafting after action reports according to MVS policy and procedure.
  • Training and educating other applicable staff about existing contingency plans and their roles in them.
  • Supporting the supervisor with research regarding current healthcare and health plan standards, practices and processes relating to emergency management preparedness, disaster recovery, and contingency planning.
  • Performs other duties as assigned.
  • Regular and reliable attendance is required.

Working Conditions

  • Availability to work non-regular hours as necessary
  • Remote work within proximity to San Diego, CA or Phoenix, AZ is preferred

*Annual base salary for Washington D.C. and Washington State residents: $118,000 - $128,000 depending on experience*
