Under the general supervision of the Vice President of IT Services, the Associate Vice President of IT Services provides leadership and guidance in critical areas of technology administration including budgeting, resource development and allocation, policy formation, technology evaluation, service development and delivery for the Detroit Wayne Integrated Health Network (DWIHN).

 

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  • Provides leadership and guidance in critical areas of technology administration including budgeting, resource development and allocation, policy formation, technology evaluation, service development and delivery for DWIHN.  
  • Assists the Vice President of IT Services in managing business operations to improve cost effectiveness, service quality and IT operational effectiveness.  
  • Oversees efforts to improve operations, decrease turnaround times, streamline work processes and provide quality service.  
  • Analyzes technology trends and advancement in areas of specialization and plans for the long-term direction of the IT organization. 
  • Serves on behalf of the Vice President of IT Services as the principal IT Executive, in the Vice President’s absence.
  • Oversees executive level projects fostering strategic partnerships in carrying out enterprise-wide computing services for DWIHN.
  • Assists the Vice President of IT Services in leading overall information technology strategic planning to achieve business goals by prioritizing information technology initiatives and coordinating the evaluation, deployment, and management of current and future technology projects.
  • Assists the Vice President of IT Services in governance and oversight of project and portfolio management and service delivery management.
  • Provides leadership for planning, developing and implementing information technology initiatives.
  • Leads the development and implementation of best practices and standards in process, design, architecture and operations of all aspects of service-oriented information technology delivery.
  • Directs programs to monitor, evaluate and improve customer service delivery
  • Develops/contributes to IT business plans, staffing, budgeting and process decisions that support both the long-term and the short-term objectives of the company.
  • Collaborates with the appropriate departments and outside vendors to develop and maintain a technology plan that supports organizational needs.
  • Leads the project management lifecycle for projects from conception through completion that includes assessing business requirements, scoping and planning projects and initiatives, budgeting, forecasting, tracking and monitoring health information  
  • Leads the development and implementation of an enterprise-wide business intelligence reporting program that includes an executive management scorecard and operational dashboards using best practices and required guidelines.
  • Partners with various departments across the organization to understand their data needs and delivers the data in a manner so that the department can access it easily, understand it thoroughly and leverage it to make decisions to improve their functions and processes and drive impact.
  • Oversees the Business Analytics Unit for DWIHN.
  • Oversees the Applications Support Unit for DWIHN.
  • Oversees the Technology Support Unit for DWIHN.
  • Anticipates and maintains a vision for future technology needs.
  • Recommends software upgrades. 
  • Directs the executive team on the best technology processes.
  • Recommends strategies, priorities and projects that will best achieve DWIHN’s strategic goals and objectives. 
  • Ensures adherence to government regulations and guidelines for technological systems and the safeguarding of data.
  • Analyzes system usage and processes to determine how to optimize return on investment, improve information technology systems and foster organizational growth.
  • Researches and forecasts emerging computing trends.
  • Integrates new software and platforms into existing computer systems to ensure that technology is optimized.
  • Establishes maintenance checks and other technology infrastructure monitoring strategies.
  • Establishes and maintains relationships with technology vendors and negotiates services and contracts.
  • Ensures that IT data security, risk management, disaster recovery and business continuity planning processes are in place and monitors such for currency and adequacy.
  • Directs and ensures the responsiveness of data centers, technical service centers, help desks, communications networks (voice and data) and computer systems operations. 
  • Develops and leads policy development as it relates to Electronic Health Records (EHR) and other information management and technology-driven health care processes. 
  • Directs the strategic planning, budgeting, analysis, designing, integration, testing, training,
  • deployment and support of the enterprise application portfolio.
  • Oversees IT risk management and quality management.
  • Manages the work of project managers, technical staff, vendors, consultants, and/or contractors
  • responsible for the coordination, support, maintenance and implementation of various projects,programs and/or initiatives.
  • Ensures that IT and network infrastructure adequately support DWIHN’s computing, data processing, and communications needs.
  • Designs a wide area connectivity network infrastructure with an emphasis on filling remote access needs.
  • Uses technology to streamline business processes.
  • Oversees IT architecture.
  • Ensures the security of all information and computer systems and digital data.
  • Oversees and manages the data warehouse and data reporting.
  • Maintains compliance with HIPPA and other health care related regulations.
  • Monitors and validates the organization’s compliance with information security policies and plays a key role in defining these policies. 
  • Ensures compliance with Sarbanes Oxley security requirements and/or other related standards. 
  • Ensures maintenance of appropriate internal controls and security-related procedures. 
  • Performs related duties as assigned.

  • Ability to develop requests for and evaluate proposals in reference to leading-edge information services technology.
  • Ability to provide strategic guidance and counsel to clients in the assessment and development of existing and/or proposed systems.
  • Ability to identify and secure alternative funding/revenue sources and to develop and evaluate proposals in reference to leading-edge information services technology.

REQUIRED EDUCATION:

A Bachelor’s Degree in Information Technology, Computer Science, Business Administration, Public Administration, Health Administration or a closely related degree.

 

REQUIRED EXPERIENCE:

Seven (7) years of IT experience performing the duties at the level of a Senior Systems Engineer.

Experience must include work in the following areas:

  • IT infrastructure.
  • IT software applications.
  • IT Business Enterprise Operations.
  • IT help-desk operations.
  • IT remote access requirements.
  • IT data security, risk management, and disaster recovery.

 

AND

Five (5) years of experience as a supervisor, manager, administrator or Director of an IT Department for a large or medium size organization.

 

REQUIRED LICENSE(S).

A valid State of Michigan Driver’s License with a safe and acceptable driving record.

 

WORKING CONDITIONS:

Work is usually performed in an office setting but requires the employee to drive to different sites throughout Wayne County and the State of Michigan.  This position can work remotely with supervisory approval.
