USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

 

As part of the Human Resources and Administrative Management Services (HRAMS) Division, the Special Projects Coordinator will assist the division in meeting its objectives of maintaining operational readiness, meeting interim staffing requirements, and providing technical support to all teams within the division. This multi-faceted and flexible position will handle a multitude of emerging requirements, including providing ongoing support to HRAMS operations and teams, and cross-cutting HR initiatives.

 

Day-to-day work assignments and oversight are provided by the Division Chief, or designated Team Leads, with formal supervisory and evaluation functions performed by a Credence contract supervisor.

Responsibilities include, but are not limited to the duties listed below:

Working under the guidance and technical supervision of the Division Chief, the Special Projects Coordinator will perform the following:

 

  • Coordinate a variety of human resources functions, technical areas, cross-divisional initiatives, and divisional priorities. Technical areas and priorities include recruitment and onboarding, personnel-related logistics and operations, Personal Services Contract (PSC) recruitments, workforce planning, training and other HR related administrative support functions for the Bureau.
  • Conduct staffing-related support activities, and track and coordinate responses to internal and external information requests.
  • Review and interpret agency and government-wide policies and directive materials to inform and recommend revisions to BHA’s human capital and talent management practices and procedures; collect and coordinate substantive inputs from leadership related to administrative policies, procedures and requirements.
  • Support HRAMS initiatives through contingency planning, operational planning, and coordination with Management and Integration Teams and designated points of contact on staffing related issues across the Bureau.
  • Track, analyze, and maintain financial management inputs pertaining to personnel including budget obligations and expenditures, financial projections, and identify issues concerning the adequacy and accuracy of data.
  • Coordinate with and assist the HRAMS division to develop and disseminate divisional outreach products, including success stories, web-based materials, and briefing materials for leadership.
  • Develop and produce informational content such as newsletters, intranet posts, and other infographics for HRAMS services and activities. Gather feedback on the effectiveness of these materials from stakeholders.
  • Support the reporting and tracking of division resources, information requests, and inputs for cross-bureau initiatives related to staffing, personnel operations, human resource management, and training.
  • Maintain and update personnel trackers for recruitment, personnel security and readiness, and offboarding actions.
  • Draft and edit memos for actions regarding policy decisions, personnel support, and other HR related matters. Take notes during HRAMS leadership meetings. Support the completion of other tasks as required to fulfill HRAMS objectives as requested by the Division Chief or other HRAMS Team Lead.
  • Back-fill and support other HRAMS staff deploying on a response, or temporary duty assignments. Perform specific tasks and manage special projects related to the functions and services provided by the HRAMS Division. Serve on rotations within HRAMS teams to meet operational needs during staffing shortages. Duties during the rotations will align with the Team’s existing responsibilities and scope.
  • Serve as needed to support Washington-based and field-based disaster response teams. The duties on these teams will vary by response and functional units.
Education, Requirements and Qualifications:
  • Minimum Education and Experience
    • MA/MS and 0 years of relevant experience, OR
    • BA/BS and 2 years of relevant experience, OR
    • High school diploma and 6 relevant years of experience
    • Experience must culminate in a set of responsibilities similar to those of this position.
  • Preferred Education and Experience
    • MA/MS in in any discipline with two (2) years of experience in one of the following: administrative management, program support, policy research and analysis, human resources or personnel support, OR
    • BA/BS in any discipline with four (4) years of experience in one of the following: administrative management, program support, policy research and analysis, human resources or personnel support, OR
    • High school diploma or its equivalent with at least eight (8) years of experience in one of the following: administrative management, program support, policy research and analysis, human resources or personnel support.
  • Must be a US Citizen and be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

Full pay range for this position is $95,000.00 to $102,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
