In this role, you will :

Responsibility 1: Leadership of Humanitarian Health Services

  • Ensure the strategic oversight of HHS as a portfolio. Work within the matrix structure to ensure HHS (Readiness and Response) is moving forward in a strategic manner and which is actualizing the purpose and priorities of Health in Emergencies and International Cooperation.
  • Accountable for HHS Readiness and clearly communicate the readiness to senior leadership including oversight of stock, personnel, systems and funding readiness.
  • Lead ongoing cost analysis of HHS service readiness and response to ensure as a portfolio we are moving in a strategic manner.
  • Identify service adaptations to improve our readiness and response capacities including for example regional engagement, prepositioning considerations, etc.
  • Provide a strategic direction and work with different teams across the organization to ensure people expert readiness to implement HHS services

Responsibility 2 - Ensure the appropriate HHS service is mobilized internationally

  • Under the accountability of the International Emergency Response, work with event lead to identify the preferred response solution and emergency health response strategy leveraging from the HHS menu of services.
  • Identify and assign the needed technical focal point to mobilize the service under the event lead.
  • Support in capturing learnings and visibility of the service being deployed in coordination with event lead and other units and ensure folded back into readiness strategies for HHS.
  • Ensure HHS technical focal points are providing high quality support to the event lead and function as a means for escalation if needed in coordination with IC event lead and leadership team.

Responsibility 3 - Support the readiness and response of Domestic HiE services

  • Support the Sr. Director, Health in Emergencies (HiE) in the emergency health service evolution based on learning and piloting post-COVID-19.
  • Under the lead of Canadian Emergency Management and/or Recovery Team, support the design of HiE service interventions and mobilization of services domestically.
  • Lead the development of interoperability strategy and identify mechanisms for effective interoperability of assets, systems, experts where appropriate.

Responsibility 4 - Other Responsibilities

  • Actively participate and contribute to strategic meetings that advance HHS.
  • Represent CRC in internal and external forums pertaining to HHS.
  • Actively participate as a member of Health in Emergencies leadership team and other leadership teams in CRC.

What we are looking for :

  • University degree in a relevant discipline (International Health, Public Health, Humanitarian studies, etc.). Training in clinical and public health considered a strong asset.
  • 7-9 years experience in health and program/ portfolio management including ability to manage a strategic portfolio in a matrix structure.
  • 5 years experience in managing health in emergencies tools such as ERU, field hospital, field clinic, local mobile health unit, public health in emergencies and/or other relevant services.
  • Experience working within the RC/RC Movement is required.
  • Proven experience in a leadership role.
  • Experience successfully managing teams and collaborating with stakeholders with no direct supervision. Strong coordination experience.
  • Experience in managing a large portfolio of work covering multiple disciplines across multiple teams and stakeholders.
  • Fluency in English is required, French is a strong asset, and additional languages considered an asset.
  • Strong depth of knowledge of humanitarian health needs and interventions.
  • Proficient in strategic planning and analysis to inform decision making. Ability to put forward sound recommendations to senior leadership level.
  • Ability to coordinate and manage teams via a teaming approach and ensure appropriate resources (clinical, public health, MHPSS and ERU) are mobilized to meet response needs.
  • Strong critical thinking and creative problem-solving abilities.
  • Proficiency in Microsoft Office applications (Word, Outlook, Excel, Power Point) and Share Point is required.

Working Conditions :

  • Will be required to work non-traditional hours, be on-call, and respond to emergency/disaster related requests.
  • Regular exposure to computer screens and keyboards while sitting at a desk for extended periods of time.
  • Occasional overtime, evening, or weekend work to meet project deadlines, support meetings/events or to meet an operational need.
  • May require occasional travel to attend meetings/conferences, deploy internationally and/or support operational needs and/or an emergency response.
