Key Qualifications

Manage provisions of broker regulations set forth in 19 CFR 111 and various participating government agencies to ensure requirements are met or exceeded.  Adherence to Willson International’s Responsible Supervision & Control plan is required.

Supervision of a remote team is required.  The manager’s position will be remote or hybrid dependent on the successful candidate’s location.

 

Responsibilities:

1.            Actively manage and continuously develop a team of compliance professionals providing day to day support of regulatory and compliance-based inquiries.  Inquiries may be routine or complex in nature. 

2.            Oversee the filing of regulatory submissions including amendments, protests and petitions.  In priority scenarios, craft non-routine submissions to assist in mitigation or cancellation of damages. 

3.            Assist in formal regulatory reviews, for example Food & Drug Administration filer evaluations. 

4.            Build relationships with key points of contact at U.S. Customs & Border Protection (CBP) and participating government agencies (PGAs) to assist in timely exchange of information and response to government inquires. 

5.            Manage the CTPAT (customs broker) program and portal for Willson International Inc.

6.            Author or oversee the review of content for our weekly customer Newsflash.

 

Principal Accountabilities and or Duties

1.            Expert Guidance:

o             Provide expert advice on potential import and export restrictions, trade barriers, and compliance with customs and PGA regulations.

2.            Compliance and Risk Management:

o             Implement effective compliance and risk management plans related to customs business issues.

o             Develop corrective action plans to address any non-compliance or risk areas.

3.            Regulatory Knowledge:

o             Stay up to date with changes in customs regulations, trade laws, international trade agreements, and government agency requirements.

o             Key Partner Government Agencies (PGAs) include but not limited to the Food and Drug Administration, United States Department of Agriculture (USDA) and related sub-agencies such as Agricultural Marketing Service (AMS), Animal & Plant Health Inspection Service (APHIS), and the Food Safety & Inspection Service (FSIS).

4.            Audits & Assessments:

o             Conduct audits and assessments of customs entries and PGA data to ensure accuracy and compliance.

5.            Account Transition & Maintenance:

o             Facilitate the smooth onboarding of new accounts.

o             Manage and refine databases related to customs transactions, compliance records, and regulatory information.

o             Secure or renew continuous surety bonds.

6.            Process Improvement:

o             Improve operational process controls and procedures related to customs activities.

o             Develop new processes as needed to enhance efficiency and compliance.

7.            Post-Entry Work:

o             Manage post-entry tasks such as ruling requests, prior disclosures, Customs Form 28 & 29 submissions, refunds, protests, and drawback claims for clients and relevant parties.

 

 

Knowledge and Educational Requirements

  • U.S. Customs Brokers License is required.
  • Minimum two (2) years in a Regulatory environment within a Customs Brokerage environment
  • Minimum three (3) years in a Leadership/Managerial role 
  • A working knowledge of U.S. Customs and Border Protection’s (CBP) and Participating Government Agencies’ (PGA) import requirements is required.
  • High School Diploma required. College or University Degree is an asset.
  • NCBFAA Certified Customs Specialist is an asset.
