Job description

This is a remote position.

Data Networks, Inc. (DNC), a subsidiary of ASRC Federal Holding Company, is seeking a Strategic Planning and Performance Analyst. This posting is in anticipation of a favorable award of a Task Order to support a client at the National Oceanic and Atmospheric Administration's (NOAA) National Ocean Service (NOS) Headquarters.

The successful candidate will help plan the long-term goals, objectives and performance indicators for the NOS programs, as well as gather, analyze, and create reports showing actual performance on a monthly and quarterly basis. Performance indicators and actuals contribute to a variety of NOAA and Department of Commerce (DOC) performance management plans and reports.

The successful candidate will join the NOS Strategy, Evaluation, and Risk Division (SERD), which includes a team of federal employees and contractors. The candidate will support the NOS programs as they develop goals, strategic objectives, and implementation plans. SERD collaborates with the budget formulation division to analyze trends in costs to create five-year budget estimates for ocean science and coastal resilience projects.

The duties for this role include, but are not limited to:

  • Create and maintain a set of tools to track strategic planning goals, objectives, milestones, and performance measures across each NOS program.
  • Analyze budget requests to help NOS leadership prioritize new funds across multiple years.
  • Support the creation and review of Annual Operating Plans, including specific and measurable performance measures and milestones.
  • Collect and analyze actual performance data on a monthly and quarterly basis and respond to queries from NOAA and DOC performance teams.
  • Corresponding with FMCs to prepare for the annual updates to strategic implementation plans.
  • Create, maintain, and present briefing materials for government audiences such as NOS, NOAA, and DOC leadership, including Quarterly executive-level summaries for NOS leadership that summarize risks, concerns, and areas of high performance.
  • Provide support and expertise in responding to Congressional, Interagency and Intra-agency data calls.
  • Coordinate with program offices to translate technical and scientific documents for consumption by external audiences.
  • Track NOS programs and budgets across multiple fiscal years and strategic planning cycles.

Requirements

  • Bachelor’s degree plus 6 or more years of experience in a related field or a Master’s degree and 4 years of experience.
  • Strategic Planning or Performance Management experience at a Federal Agency is a plus.
  • Experience with the federal budget cycle is a plus.
  • Familiarity with NOAA budget processes and organizational structures is a plus.
  • Existing knowledge of National Ocean Service (NOS) programs is a plus.
  • Highly organized and punctual.
  • Experience using Excel to create detailed tables and track budget fluctuations.
  • Ability to multitask and manage multiple projects in a high pace working environment.
  • Ability to understand and prioritize customer needs.
  • Skill in using discretion and tact when dealing with all levels of seniority.
  • Ability to initiate action independently after having been given general guidance/direction.
  • Ability to communicate effectively both orally and in writing.
