Job description

Data Networks, Inc., a subsidiary of ASRC Federal Holding Company, is seeking a Recruiting and Outreach Specialist to support a federal government client located in Silver Spring, MD. This posting is in anticipation of a favorable award of a Task Order to support the National Oceanic and Atmospheric Administration's (NOAA), National Ocean Service (NOS).

This is a remote position that can be supported from your home office.

Key Role

The Recruiting and Outreach Specialist will support Data Networks, Inc.’s NOAA client at NOS Headquarters, Office of the Chief Administrative Officer (OCAO). The successful candidate will join a team of federal employees and contractors within the Workforce Management, Diversity, and Inclusion Division (WMDID) to assist the government in recruitment and outreach activities for the NOS organization.

The duties of this role include, but are not limited to:

  • Work with the Workforce Management, Diversity, and Inclusion Division, DEIA Program, and organization diversity representatives to understand and analyze existing results and recommendations from recent studies, surveys, and reports to develop diversity priorities and goals.
  • Create a formal DEIA Talent Data Strategy, backed by DEIA workforce gaps and trends.
  • Establish and maintain a centralized repository and tracking method for recruitment and outreach efforts across the NOAA and NOS organizations, identify existing efforts and add new lines of effort based on organization goals and challenges; report monthly on progress toward goals.
  • Identify formal collaboration points, establish prioritized recommendations, and participate, as applicable, in the recommended strategies. This may include organizing strategy sessions, targeted outreach, and recruiting events.
  • Identify diverse candidates eligible for hire and encourage them to apply and compete for positions. Search for candidates eligible for hire under special appointing authorities, such as direct hire, Schedule A 5 CFR 213.3102(u), and veteran appointments.
  • Identify and engage with external organizations, targeting a diverse set of external organizations that align with the required skills and experience required for the work; ensure that information about opportunities is disseminated to a broad pool of qualified candidates.
  • Identify, recommend, and facilitate attendance at hiring events and support the use of paid advertising, as appropriate.
  • Support engagement with external candidates, respond to inquiries, and work to translate passive candidates into active applicants.
  • Support efforts to develop entry level talent pipelines to address mission critical skill and diversity gaps in NOS’s administrative and Science Technology, Engineering, and Mathematics workforce leveraging the Pathways internship program and other entry level hiring authorities.
  • Assist the NOS client in targeting recruitment and outreach to students at Minority Serving Institutions early in their degree programs.
  • Support program development and execution of an internship/work study program that supports, guides, and assists participants with attaining the required skills and coursework for conversion into permanent positions to include outreach and recruitment, hiring, and program management.

Requirements

  • Bachelor’s degree plus 1 or more years of experience in a related field. 4 additional years of experience can be used as a substitute for a Bachelor’s Degree.
  • Experience recruiting qualified personnel for both administrative and scientific/professional positions.
  • Knowledge of and experience with Diversity, Equity, Inclusion, and Accessibility (DEIA) principles, targeted outreach, and recruitment from Minority Serving Institutions or other sources of diverse talent.
  • Experience using and managing a Customer Relationship Management (CRM) tool to track interactions with candidates and manage relationships with schools and other organizations for recruiting.
  • Experience interacting with candidates, responding to inquiries, and building rapport and relationships.
  • Experience using social media (such as LinkedIn, X, Facebook, etc.) to identify passive candidates and convert them into active applicants.
  • Ability to travel to the site for job fairs and conferences to speak to candidates, gather contact information, and represent the agency to potential candidates.
  • Ability to multitask and manage multiple projects in a high pace working environment.
  • Skill in using discretion and tact when dealing with all levels of seniority.
  • Ability to initiate action independently after having been given general guidance/direction.
