Overview & Responsibilities

PURPOSE OF THE JOB

The Control and Instrument Engineer (C&I Engineer)'s function is to ensure proper procurement and design the instrumentation and controls for an ELLIOTT GROUP rotating equipment package. 

Control and Instrumentation Engineer is the primary interface for the vendor of control system, and lead the instrument and control topic communication with customer and other vendors as well.

In addition to these technical roles, the Control and Instrument Engineer is also responsible for the project schedules, budget, time management and communication with internally with other ELLIOTT GROUP teams and external customers.

The position will also be responsible to fulfill the following:

  • Requisition and vendor quotation review for control system and instrumentation as per contract.
  • Customer job specification & contract document review related to control system and instrumentation
  • Vendor documents’ review and preparation of customer documents submission from vendor documents, achieve on-time delivery and budget of vendor equipment and engineering documentation.
  • Vendor kick-off Meeting, vendor expediting meeting, vendor progress meeting attendance
  • Customer meeting attendance with lead project engineer (if required)
  • Internal meeting attendance as necessary to share progress & schedule, to solve problem and ensure technical & commercial requirement of the project being met.
  • Vendor shop visit and meeting schedule arrangement,
  • Attendance of vendor FAT
  • Maintain an environment of professional and ethical conduct within ELLIOTT GROUP.
  • Follow department process work standards and procedures to achieve best-in-class contract execution as a member of Project Engineering.
  • Interface between the Project Engineer, suppliers and customers both internal and external.
  • Develop technical, project management, and commercial capabilities, to allow for personal development and career growth.
  • Promote a positive attitude for a safe and healthy work environment, as well as awareness for high quality products and services from Project Engineering.
  • Provide input as requested for continuous improvement of ELLIOTT GROUP processes.
  • Develop and demonstrate leadership within Project Engineering.

BACKGROUND and EXPERIENCE

Educational Requirements:

Bachelor of Automation, or related

Work Experience:

  • Minimum five (5) to eight (8) years of experience, as a Controls and/or Instrument Engineer position, or equivalent experience.
  • Demonstrated leadership ability.
  • Demonstrated ability to manage sub-suppliers
  • Demonstrated ability provide quality customer service and support.
  • Exhibits desire for continuous improvement, continuous education, training, and personal development.
     

Possesses good basic work habits, promptness, and dependability.

Preferred requirements:

       Turbo- machinery package instrumentation and control engineering experience

SPECIFIC JOB RESPONSIBILITIES/COMPETENCIES
 

1. Continued building understanding of the ELLIOTT organization, it's product lines, Project Engineering - EPD work procedures, and methods, in addition to a firm understand of the interrelationships between Project Engineering, as both suppliers of information, and customers of information from internal and external groups.   The position requires the continued development in the area of instrumentation and controls engineering with the expectation that the individual is to develop as a resource to the department in this area.

  

2.  Continue building an understanding of industry related standards, such as API 612, 614, 617, 670, ISA S5.1, IEC 1131.  Additionally the position requires a sound understanding of other codes and standards frequently encountered in the petrochemical and oil and gas industries.

3.  Promote a positive attitude for a safe and healthy work environment, as well as awareness for high quality products and services from Project Engineering, in support of ELLIOTT GROUP management initiatives.

4.  Maintain an environment for professional and ethical conduct as directed by ELLIOTT corporate policies and ELLIOTT Code of Ethics.

5.  Assists Project Engineering in the design, procurement and testing of control systems and instrumentation and resolving technical matters to allow for successful execution of the contract for assigned projects:

  • Review and analysis of customer specifications.
  • Review, revision, and submittal of ELLIOTT GROUP internal design specification information.
  • Creation of purchase requisitions to purchasing personnel for material procurement, including all supporting technical documentation
  • Actively participate in Project Transfer Meetings (TM1 and TM2), manage transfer of project technical information from Proposal stage, to Execution stage.
  • Actively participate in key project meetings when required, including Kick Off Meeting (KOM), HAZOP meeting, Customer Coordination Meeting (CCM), Pre-Inspection Meeting (PIM) and Design Review Meetings (DRM).
  • Facilitate major supplier meetings with client, and ELLIOTT personnel, including Kick Off Meeting (KOM), Customer Coordination Meeting (CCM), Pre-Inspection Meeting (PIM) and Design Review Meetings (DRM), with the assistance of the Project Manager.
  • Correspondence, documents, and information to be submitted to the client for approval or record, through the Project Engineer.
  • Provide due diligence in the retention of information sufficient to maintain adequate knowledge of the project for ‘downstream’ operations both internal and external to ELLIOTT GROUP.
  • Generate controls design documentation such as Block Diagrams, I/O lists, termination Lists, Logic Diagrams, Control Narrative, user Manuals, Test Procedures, etc.
  • Support and Lead in interpreting customer specifications and requisitioning components to meet those specifications, developing typical electrical/Instrumentation design drawings/documents along with drafting team (wiring diagrams, junction box and conduit arrangement, hook-up drawings, etc…)
  • Participate in and perform Quality Reviews to ensure controls design documentation is consistent and meets customer requirements.
  • Review and approval of programming (system level control logic) and configuration of control equipment such as PLC's, HMI's, Governors, produced by ELLIOTT sub-contractors.
  • Panel Factory Acceptance Test and customer Witness Testing of completed control panels.
     

6.  Creation and maintenance of project schedules.

7.  Keeping the Engineering Supervisor, Project Engineer and Project Manager informed of the project status in a timely and accurate manner of issues regarding any assigned project components.

8.  Follow Project Engineering work processes and procedures to achieve department goals.

9.  Actively participate in programs to provide input for continuous improvement initiatives as requested.

10.  Develop technical competence, encourage personal development and career growth by creating individualized career plan and set goals with the Manager of Project Engineering
