Department Overview:

OPAM, a unit within Research Development & Administration (RDA) supports OHSU’s missions of healing, teaching and discovery by partnering with the research community to effectively navigate the pre-award and post-award administration of sponsored projects. We support the OHSU research community with grant and contract proposal submission, contract negotiation, interpretation and implementation of sponsor terms and conditions and fiscal management of all sponsored projects.

Function/Duties of Position:

The Industry Research Contracts Manager is part of the OPAM management team and has day-to-day direct management responsibilities for approximately 2 Sr. Industry Contract Administrators, 4 Industry Contract Administrators and 3 Industry Contract Coordinators and indirect team management responsibility for an additional 40 staff.  Management responsibilities include mentoring, supporting and training contracting team, reviewing workload and reviewing work processed by staff. The industry research contracting team is responsible for managing, analyzing, drafting, negotiating and executing sponsored project agreements funded by industry partners including but not limited to industry clinical trials, industry sponsored research agreements, master agreements, material transfer agreements, data use agreements, non-disclosure agreements and outgoing subcontract agreements.  In addition, this position serves as a liaison with department administrators and provides educational outreach to the OHSU research community on sponsored project related policies and procedures. 

 

The manager is the institutional expert on federal regulations related and protecting OHSU intellectual property and will ensure staff have a thorough understanding as appropriate. This position must partner with IRB and CRSO to meet required regulations and policies, to brainstorm and come to resolution on issues that arise and to develop improvements in process.

Required Qualifications:
  • Bachelor’s degree
  • Requires 5 years of progressively responsible experience in research administration, preferably in a university, college or governmental setting, dealing with review and negotiation of terms and conditions including experience with clinical trials, with federal or industry sponsors.

  • At least 2 years (can be concurrent) of demonstrated personnel management experience. 

  • Ability to work in a changing environment, possess strong analytic/assessment skills, excellent organizational skills and be able to prioritize multiple responsibilities and deadlines with minimal supervision. 
  • Ability to use independent professional judgment, strong work ethic and express a positive attitude. 
  • Demonstrated ability to lead and make well informed decisions with little or no guidance.
  • Be comfortable with the “grey’ areas and ability to think outside the norm to find creative solutions
  • Ability to handle multiple priorities in a fast-paced, sometimes stressful environment often with competing deadlines. 
  • Skills to supervise and motivate professional and administrative staff, including recruiting, selection, training, mentoring, coaching, delegation, performance review and formal and informal evaluation. 
  • Skills to hold staff accountable for work performed and products that add value to the organization. 

  • Ability to understand and interpret complex guidelines quickly and accurately.

  • Ability to establish and maintain effective working relationships, and maintain a high degree of professionalism and customer service in dealing with OHSU faculty, staff and external funding agencies. 

  • Strong oral and written communication skills.

  • Ability to work collaboratively in a team environment.

  • Advanced knowledge of concepts, policies, processes and regulatory requirements associated with the administration of sponsored projects agreements funded from extramural sources. 

  • In-depth understanding of applicable guidance documents such as Uniform Guidance 2 CFR 200 and the NIH Grants Policy Statement. Working knowledge of Federal, Non-Federal and Industry sponsored projects.

  • Advanced experience using electronic systems and software including spreadsheets, databases, and web-based applications. 

  • Ability to exercise diplomacy and ability to handle highly confidential matters in a discreet manner. 

  • Extensive experience preparing and submitting grant applications to federal funding agencies.

  • Demonstrated experience negotiating with federal, state, and private funding agencies related to terms & conditions of grants and contracts.

  • Knowledge of intellectual property issues relating to the conduct of externally funded research and other sponsored projects in a university environment, including familiarity with the Bayh-Dole Act, as amended by the Technology Transfer Commercialization Act of 2000 (P.L. 106-404) and 37 CFR Part 401.

Preferred Qualifications:
  • JD
  • OHSU experience preferred.

  • Knowledge and experience with OHSU policies and procedures preferred.

  • Experience with OHSU specific systems such as Oracle, Cognos, InfoEd, eIRB, CTMS.

Additional Details:

WORKING CONDITIONS: 

Fully remote position within the United States.

 

If employee chooses to utilize campus flex space, it’s a typical office environment; regular work hours to be coordinated with manager. Possible travel to national meetings.

 

Work schedule falls within the normal daytime range of 7:30 AM – 5 PM pacific time with the expectation that this position will, as needed be available until 5:00 PM pacific time due to deadlines.
