Position Summary

IEM is seeking a dedicated and detail-oriented, Full Time – Grant Compliance Specialist III (CS III), to manage and ensure compliance for energy grant and rebate programs provided to State and Local clients. This role is responsible for the administration, monitoring, and adherence to federal regulations and reporting requirements related to the energy programs.

Primary Location:

  • California (CA), additional states may be added.
  • To start up the project this will be a Remote and In Office role making it a Hybrid work schedule. In office days will be based on business needs and could range between 1 – 5 days a week.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements

  • This position may require travel to complete work assignments or attend meetings.

Essential Functions

  • Develop and implement program policies, procedures, and compliance monitoring strategies.
  • Provide expert technical assistance on federal regulations, eligibility, and compliance requirements.
  • Perform subrecipient risk assessments and manage subrecipient monitoring and reporting.
  • Oversee subrecipient payments and compliance with federal and state requirements.
  • Conduct compliance reviews, including risk-based monitoring events (desk reviews or onsite reviews).
  • Manage the development, issuance, and amendments of grant subawards.
  • Collaborate with stakeholders to provide support related to application, administration, status monitoring, and compliance.
  • Conduct final reviews and ensure subrecipient/project closeout reports are compliant.
  • Provide guidance and support related to federal/state payments, compliance requirements, and best practices.
  • Ensure monitoring of subrecipient/project expenditures aligns with approved budgets and project plans.
  • Participate in meetings and training sessions to stay current on grant compliance best practices.
  • Support the evaluation of potential subrecipients for grant programs and recommend risk mitigation measures.
  • Act as a key point of contact for technical assistance regarding federal/state regulations and grant administration.

Minimum Qualifications

  • Five (5) years’ experience with Grants, preferably related to energy consulting and/or energy grant or tax rebate programs at the state or federal level.
  • Bachelor's degree in Accounting, Finance, Public Administration, or a related field.
  • Advance to Expert knowledge of federal grant and/or tax rebate regulations, especially energy consulting and/or energy grant programs at the state or federal level.
  • Strong analytical, communication, and interpersonal skills.
  • Ability to work independently and prioritize in a fast-paced environment.

Preferred Qualifications

  • Experience with one or more of the following programs:
    • Energy Efficiency Revolving Loan Fund Capitalization Grant Program
    • Energy Efficiency and Conservation Block Grant Program
    • Grants for Charging and Fueling Infrastructure
    • Home Efficiency Rebates Program
    • Home Electrification and Appliance Rebates Program
    • National Electric Vehicle Infrastructure (NEVI) Formula Program and Efficient Codes Implementation Grant Program
    • Preventing Outages and Enhancing the Resilience of the Electric Grid Formula Grants to States and Indian Tribes
    • State Energy Financing Institutions (SEFI) Supported Projects
    • Solar for All Program
    • Training for Residential Energy Contractors Grants
    • Familiarity with federally funded required programmatic and/or contractual terms and conditions such as Davis-Bacon Act, Section 3, Buy America/Build America.
    • Experience with grant management software and reporting tools.
    • Prior exposure to reporting requirements for federal agencies.
    • Experience with the Department of Energy PAGE system.
