Overview:

LMI is seeking a Cost Estimator SME for a partially remote position. This position requires an active Secret Clearance, for which you must be a US Citizen.

Responsibilities:
  • Develop and maintain cost documents in accordance with DoD Acquisition Management policies and procedures. Documents may include Cost Analysis Requirements Documents (CARD), Economic Analysis Development Plans (EADP), and Economic Analyses (EA).
    •Perform scenario and affordability analysis, including sensitivity analysis using historical performance measures, parametric cost models, and heuristic metrics.
    •Work closely with program and acquisition managers in the development of acquisition strategies, analyses, plans, and documents.
    •Provide cost analysis services in support of program business management services. Conduct internal cost and budgeting analyses and independent government cost estimates for contracting actions.
    •Provide financial and operational execution analysis, research, recommendation, and costed options for impacts and financial changes that result from operational planning changes.
    •Provide cost comparison and economic analysis in discussion and for inclusion and consideration at decision points.
    •Conduct analyses of alternatives (AOA) and business case analyses (BCA)
    •Develop and maintain full LCCE (Life Cycle Cost Estimate) cost modeling and reporting. Perform cost benefit analysis and business case analysis for DoD ACAT 1 ERP programs with 36K-150K end users for software, hardware, and labor support services for the development, procurement, production, training, and fielding of equipment and services.
    •Develop and apply cost models as necessary to address resource analysis issues and illustrate cost/schedule tradeoffs.
    •Provide monthly execution analysis, research, responses to customer inquiries, and be involved in the collection and presentation of data for various briefings and working groups.
    •Assist in preparation and of PowerPoint presentations, process summary reports, meeting minutes/ notes, and other program management documentation.
Qualifications:

Required:
Masters’ degree with 13+ years of relevant work experience or Bachelor’s degree with 15+ years of relevant work experience.
•Degree in economics, mathematics, operations research, engineering, computer science, or similar technical discipline.
•Knowledge and proficiency with DoD 5000 acquisition framework.
•Deep understanding of and demonstrated performance using cost estimating models, basic modeling and simulation principles, and basic operations research methods, particularly statistical data analysis, and perform parametric cost modeling.
•Experience performing economic cost analyses such as calculating Return on Investment (ROI), business case analysis (BCA), analysis of alternatives (AoA), and cost benefit analysis (CBA).
•Experience with developing Cost Analysis Requirements Documents (CARD).
• Specialized knowledge of financial systems’ management theories, practices, methods, and techniques to lead and implement business processes improvements into current financial management processes, policy, and procedures in support of the GFEBS program.
• Expertise in organizing, presenting, and discussing complex program issues, findings, and make detailed recommendations in an appropriate manner with all levels of communications.
• Detailed knowledge of existing financial management systems that directly support GFEBS accounting operations and/or interface with accounting systems.
•Able to lead and collaborate with others in project team-oriented environment, communicate complex analyses verbally and in writing, and develop innovative approaches to solving technical challenges.
•U.S. citizen with DoD SECRET clearance required.
