Management Solutions is seeking a Contracts Manager to join our contracts group responsible for providing US Government contract support for the lifecycle of projects to ensure compliance with provisions and clauses of the Federal Acquisition Regulation (FAR), agency FAR supplements, and other terms and conditions governing the firm’s US Government contracts and subcontracts.

This is an essential role in contract planning and strategy for negotiating, administering, resolving contractual issues and closing out actions for all government contracts. This individual will communicate contract policy and practice to internal business groupings along with ensuring contract review, approval and execution in accordance with business guidance and policies. This successful individual will coordinate and communicate with clients, technical and legal consultants, and project team staff. Furthermore, will research and recommend action and issue resolutions related to contract disputes and contract terms and conditions.
The Contracts Manager will be responsible for the following:
  • Risk assessment; contract review and negotiations; contract administration; bonds and insurance; advising on contract changes; reviewing and negotiating teaming agreements and confidentiality agreements
  • Leading the subcontract administration process in accordance with the company’s Supply Chain policies and procedures
  • Preparing and negotiating terms and conditions for all procurement agreements, including purchase orders, project-specific subcontracts, and Master Services Subcontract Agreements
  • Providing guidance during government project setup to help meet reporting requirements Supporting compliance with various contract requirements including prevailing wage requirements
  • Submitting required compliance reports.
The successful candidate will have a strong background in Federal service contracts, including GSA Federal Supply Schedules, Architect-Engineering, consulting, environmental, and operations and maintenance; capable of representing the organization as a primary contact on contract matters with program teams, vendors, and customers; and expert working knowledge of the FAR as well as experience with different contract types.
 
What you will need…
  • Due to the nature of the government contract requirements and/or clearances requirements, US citizenship is required
  • A minimum of 5+ years’ experience working in government contracts for the U.S. government and/or a prime or subcontractor.
  • This position requires a four-year bachelor’s degree in business or related field from an accredited college or university, with a graduate degree in business or law a plus.
  • Must be able to express yourself clearly and positively, both verbally and in writing, and have excellent interpersonal skills.
  • Appropriately responds to a variety of non-routine, and often complex, requests and demands.
  • Comprehensive knowledge of the FAR, DFARS and agency specific supplements.
  • Expertise in government contract negotiation and administration, including administration of subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
  • Practical and proactive problem-solving skills, critical thinker able to partner with Project Teams and Operations Managers globally.
  • Ability to work independently, in team settings and under time pressured deadlines.
  • Highest ethics, confidence and ability to manage multiple priorities in a dynamic and changing business environment.
  • Proficient computer skills with proficiency in Microsoft word and excel.
  • CFCM or CPCM is preferred but not required.

Location:
  • Remote – working hours from 8 am – 5 pm Eastern time zone is required
  • Occasional travel to the company headquarters in Knoxville, TN and client sites as required
