Budget and Acquisition Analyst

Index Analytics is seeking a well-rounded and detail-oriented Budget and Acquisition Analyst with a strong foundation in performing complex analysis in a Government Contracting or Government acquisition space.   

The Budget and Acquisition Analyst’s primary role will be to support a Government Client in the Washington D.C. area in a remote, direct facing role, across various tasks within our Program Management scope of the contract.  This role will require collaboration with the customer to define budgetary and acquisition process requirements, development of the solutions to the business or product needs, and the ability to communicate effectively to all stakeholders. 

To be successful in this role, the applicant must be able to actively take initiative, operate both independently and in a team environment where duties are often tackled in a “divide and conquer” approach, and adapt to a fast-paced environment with quick-changing priorities. The ideal candidate should be forward and quick thinking, analytical and detail oriented, and be able to take on new responsibilities with minimal guidance on short notice. The environment demands the ability to take an idea and independently develop the next steps or different scenarios for consideration, utilizing MS tools such as Excel, PowerPoint and Word.  

The position will also include providing training to large groups of people, leading informational meetings on behalf of the customer, as well as developing briefing material and brief client Senior Leadership; hence, the candidate must be comfortable with these type of activities.  Prior HHS Budget experience is preferred, as is working in an environment requiring rigorous attention to detail, many stakeholders, undefined processes, multiple funding streams, and overall high levels of complexity.  Understanding of the overall activities leading up to the President’s Budget is a must.  Prior Consulting experience would be helpful.

Responsibilities 

  • Assess current budgeting processes and assist Client in implementing standards to be used for future work, for budget formulation, execution, risk management and internal controls.  
  • Directly support the client in Budget Execution and Budget Formulation processes, to include leading meetings, taking meeting notes, developing guidance documentation, delivering training, quickly responding to data calls and analyzing reports from the client’s financial systems, and overall providing consulting services and direct support in all aspects of Budget Execution and Formulation.
  • Assemble and develop analyses, reports, and documentation in support of requested program budgets for reference and evidence in formulating budgets.
  • Independently perform complex, portfolio-level data analyses to identify budget requirements and develop alternative plans that will enhance the effectiveness and efficiency of the organization.
  • Participate in Subject Matter Expert Advisory Groups to define and develop improved processes and procedures.
  • Independently write and develop Standard Operating Procedures (SOPs) and provide regular training as needed on the SOPs.
  • Lead the development of reports and dashboards, such as Status of Funds and Vacancies, reflecting performance/progress on a wide variety of activities with varying frequency, to include the use of power queries, connections and Power BI.
  • Develop acquisition plans; track and monitor contract portfolios; and recommend strategies to effectively maintain contract activities throughout the Client Enterprise.
  • Support the updates of various organizational documents, to include Delegations of Authority, organizational charts, and other similar documentation.
  • Support updates to the HHS Federal Register.
  • Support the Project Manager with managing the client relationship and deliverables.
  • Work with stakeholders to define product vision and requirements and proactively break down complex requirements into actionable work items.
  • Actively identify and validate clients’ business needs and navigate through undefined and quickly changing requirements as needed.
  • Communicate complex ideas and plans of action to peers and leadership effectively and concisely, both orally and in writing, and in a professional manner.
  • Utilize a variety of MS office software programs and tools (Excel, PowerPoint, Word, Outlook, Visio, Project, SharePoint, etc.), to prepare reports, spreadsheets, presentations, briefings, meeting notes, and other related documents.
Qualifications

  • US citizen or Authorized to Work and lived in the US for 3 of the last 5 years. Must be able to obtain a U.S. Federal government client badge and pass a government Public Trust.
  • Bachelor’s degree or higher in Finance, Business Administration or a relevant discipline required.
  • Minimum 8 years of experience performing complex budgetary analysis and related activities required.
  • Prior experience with performing complex, portfolio-level data analyses required.
  • Prior process improvement experience strongly preferred.
  • Prior experience with Government Budget Execution and Budget Formulation highly desired.
  • Prior experience with the Government acquisition process highly desired.
  • Prior generation and implementation of financial processes and SOPs highly desired.
  • Current knowledge of government budgetary terminology highly desired.
  • Prior experience with developing dashboards and operational reports highly desired.
  • Intermediate to expert level skills in MS Excel required, to include the ability to independently perform analysis on complex data sets.
  • Intermediate to expert level skills in MS PPT required, to include the ability to quickly develop briefing material as needed.
  • Previous experience with the remaining suite of MS office software programs and tools (Word, Outlook, Visio, Project, SharePoint, etc.) required at a minimum an Intermediate level, or demonstrated knowledge of the ability to pick up new tools quickly.
  • Prior use of Power BI highly desired.
  • Demonstrated ability to take an idea and develop the final product independently to complete tasks with minimal supervision required. 
  • Ability to demonstrate excellent written and oral communications required.
  • Experience in preparing detailed, accurate reports and presentations for review by management staff and Clients required.
  • Must be able to support EST working hours (8:30 am – 5:00 pm).
