Job Overview:

We are looking for a Medicaid and CHIP Streamlining Specialist to assist the Department of Health (DOH) in aligning with the CMS Final Rule on "Streamlining the Medicaid, Children's Health Insurance Program, and Basic Health Program Application, Eligibility Determination, Enrollment, and Renewal Processes." The role involves evaluating current processes, identifying gaps, and contributing to the development of an implementation roadmap for compliance.

Responsibilities:

  • Analyze and interpret CMS Final Rule guidance related to streamlining Medicaid and CHIP processes
  • Work with DOH and project leadership to establish a project schedule that outlines key processes and milestones
  • Assist in the development of a comprehensive CMS Final Rule Requirements Matrix to track application, eligibility, enrollment, and renewal processes
  • Conduct stakeholder interviews to assess current processes and identify gaps in compliance
  • Contribute to the development of a Gap Analysis and Implementation Roadmap, providing recommendations for process improvements
  • Support DOH in ongoing efforts to comply with CMS streamlining regulations.

Qualifications:

  • Bachelor's degree in Public Policy, Healthcare Administration, or a related field
  • Minimum of 5 years of experience in Medicaid and CHIP programs, with a focus on application and eligibility processes
  • In-depth knowledge of CMS regulations and streamlining processes
  • Experience in conducting gap analyses and developing implementation roadmaps
  • Strong project management and communication skills
  • Ability to collaborate effectively with diverse stakeholders in a remote setting

Preferred Qualifications:

  • Knowledge of eMedNY system operations
  • Experience working with ‘Big 4’ consulting firm
