Amentum is hiring a Lead Planner in anticipation of an award. This position plays a critical role in ensuring the timely procurement of high-quality materials and health commodities in compliance with USAID regulations and project requirements.  This position is a US-based, remote position.

Job Summary:

Under minimum direction, the Lead Planner is responsible for commodity forecasting. Coordinating with USAID/DC, USAID Mission, TA contractor, and other stakeholders, the Lead Planner will ensure a clear understanding of historical demand, country supply plans, and will develop supply plans that successfully meet future orders to include orders via supplier production or managed or Vendor Managed Inventory (VMI). The Lead Planner works with the Quality and Risk Management Director as well as the Task Order Directors to monitor supply chain performance leading indicators to develop and update supply plans as necessary.  Additionally, the Lead Planner works closely with the strategic sourcing team to ensure strategic sourcing activities result in coordinated efforts with the Procurement team to ensure accurate supply and inventory levels in-country, mitigating the risk of low and/or no-stock in country.

This position requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems in a timely manner which are compliant to internal policies and procedures as well as government procurement regulations.

Job Duties:

  • Collaborate internally with strategic sourcing team to identify forecasting needs for malaria as well as family planning and maternity child health commodities, considering project timelines, budget constraints, and program requirements.
  • Collaborate with local and regional distributors, suppliers, manufacturers, as well as external and internal stakeholders to ensure timely delivery of high-quality malaria as well as family planning and maternity child health products while adhering to budgetary constraints and compliance requirements
  • Collaborate with the Supply Chain Technical Assistance (TA) IDIQ Partner to evaluate data quality to ensure accuracy of country and global supply plans.
  • Responsible for finalizing global forecast and supply plans for input into the Control Tower (CT).
  • Manages the reporting and analysis of developed supply plans to ensure internal and external stakeholders have the inputs required to make data driven decisions and an update country and global supply plans. 
  • Collaborates with the Procurement and Logistics team to ensure that lead times on file remain up to date and that inventory levels are managed according to established supply plans to mitigate risk of low and/or no-stock in-country or managed inventory.
  • Performs risk management analysis based on historical procurement data, lead times, and managed inventory levels to realize the long-term viability of both push and pull supply chain strategies.   
  • Maintain open communication and collaboration with internal stakeholders, including strategic sourcing and procurement teams, and technical experts, to address procurement needs and ensure alignment with project objectives.  Additionally, to assist in monitoring the performance of suppliers, working with them to achieve continuous improvements in costs and performance against the established supply plans. 
  • Mentor junior planning staff in end-to-end planning and forecasting process to include, but not limited to: maintaining country supply plans, supplier relationship management, negotiation, external and internal client relationship management, assisting in the provision of alternative solutions to requested items when such solution would provide a benefit to the Company (i.e. enhanced performance, cost savings, or positive schedule impact).
  • Responsible for proactively communicating with countries to validate supply plans (i.e. future incoming orders) from countries.
  • Responsible for analyzing commodity demand and continuously identifying those items that are targets for holding in inventory
  • Responsible for setting min/max inventory levels by item and for placing inventory replenishment orders to ensure stock is held at proper levels.
  • Participate in the Family Planning Consensus Planning Group led by the Reproductive Health Supplies Coalition.
  • Perform other related duties as required.

Qualifications:

  • Bachelor’s degree in supply chain management, contracting, business, management, international development, public health, or other relevant discipline. Equivalent experience may be accepted in lieu of a degree.
  • 5 years of experience in supply chain planning, including demand forecasting, inventory strategy, inventory batch management, distribution planning, and return material authorization.
  • 10 years of experience in procurement, supply chain, and/or technically relevant work experience.
  • Working knowledge of FAR, AIDAR and other quality requirements for the procurement of malaria as well as family planning and maternal child health commodities.
  • Direct working experience in using business intelligence and analytics tools such as Power BI, Tableau, Python, R, or similar software, plus warehouse management and order processing systems.
  • Experience with forecast and planning of malaria as well as family planning and maternity child health commodities, or pharmaceuticals is an asset.
  • Ability to work effectively in a multicultural environment and manage multiple priorities simultaneously.
  • Ability to plan, organize, prioritize, and perform multiple tasks to execute job functions in an orderly, efficient manner.
  • Ability to read, comprehend, and interpret written materials in English of moderate to high complexity.
  • Ability to compose written materials of moderate to high complexity on procurement-related issues in English.
  • Strong negotiation, contract management, and analytical skills.
  • Must act with integrity at all times when representing the Company.
  • Must be proficient in basic office software applications (such as Word, Excel, Outlook, and Internet Explorer).
  • Must exercise good judgment in safeguarding confidential or sensitive information and adhere to high standards of confidentiality and honesty.
  • Ability to travel locally, regionally, and globally to attend key partner meetings, conferences and other meetings as required.
