What you will do
Reporting to the HEOR Therapeutic Area (TA) Head, the HEOR Director is accountable for developing the comprehensive HEOR plan and executing on the HEOR Book of Work, strategically aligned with the Access Strategy Lead (ASL), for a portfolio of assets across the life cycle management
The HEOR Book of Work comprises generating global-impact payer-relevant evidence, patient reported outcomes (PRO) and clinical outcome assessment (COA) strategy, and evidence synthesis. Additionally, the HEOR Director is responsible to ensure delivery of global core materials to support Health Technology Assessment (HTA) submissions, including the Global Value Dossier (GVD) and economic models.
The HEOR Director role involves both completion of deliverables and leading HEOR Senior Managers and/or Managers, as well as engaging with internal and external partners.

The HEOR Director must have expertise in developing a comprehensive HEOR plan across development stages, which includes payer-relevant evidence generation, PRO/COA strategy, evidence synthesis and HTA requirements.
The HEOR Director needs to engage effectively with internal customers to align and support the comprehensive HEOR plan, including the ASL, top-10 countries and cross-functional teams: Evidence Generation Team (EGT), Global Medical Affairs Team (GMAT), Center for Observational Research, Real-World Evidence sub-Team (RWEsT), Global Biostatistical Sciences, US Value Marketing, Medical Value & Access
HEOR Book of Work:
Payer-relevant evidence generation plan and execution of global-impact and United States local-impact studies.
PRO/COA strategy
Evidence synthesis
Global core materials supporting HTA requirements
The HEOR Director will also engage with vendors and external experts to validate HEOR strategy and technical approach
The HEOR Director's main responsibilities include:
Translating strategic objectives into concrete completion via HEOR project plan
Maintaining strong working relationships with top-10 countries, particularly the United States
Ensuring compliance with HTA dossier governance
Leadership and oversight of the HEOR team reporting to the Director

Basic Qualifications:
Doctorate degree and 4 years of HEOR experience
OR
Master’s degree and 8 years of HEOR experience
OR
Bachelor’s degree and 10 years of HEOR experience
Preferred Qualifications:
Experience in Amgen products' specific therapeutic areas
Experience with direct country HTA interactions
Experience in early HTA engagement
Health economics training (on the job or academic)
Expertise in writing research protocols and publications
Expertise in developing payer-relevant evidence, including real-world evidence
Expertise in crafting PRO/COA strategy
Expertise in evidence synthesis (detailed literature reviews, indirect treatment comparisons and meta-analyses)
Strong strategic and technical understanding of HTA requirements
Expertise in developing GVDs and AMCP dossiers
Experience in developing economic models and predictive analytics
Experience in the United States market
Expertise in influencing Access strategy with a HEOR lens
Ability to lead a team to deliver results
