Federal Facilities Engineer & Asset Management Specialist (Hybrid)

POWTEC has an immediate need for a Federal Facilities Engineer to provide Engineering, Asset Management, and Facility Master Planning services and experience in support of multiple contracts for Federal Government clients. The candidate will be working remotely on a full-time status. This individual will perform a variety of project and technical duties, focusing specifically execution of project-specific tasks supporting federal capital planning, federal master planning, engineering, analysis, facilities analysis, operations and maintenance analysis, and asset management. 

The analyst/engineer will interact with a multidisciplinary technical workforce of prime and subcontractors in accomplishing their duties. This is a multi-disciplinary role with aspects from both a technical and management focus, varying from assisting in complex analyses at the project and program level; to independently performing engineering and technical analyses, and interaction involving client relationship building and communications, federal business case analysis strategies, and alternatives, economic analysis, and civil engineering activities such as alternatives analysis, inspection, identifying facilities and infrastructures condition or functionality assessment. The analyst/engineer will work closely with Project and Program Managers to ensure contract execution and implementation.

Duties/Responsibilities:

  • Provides technical expertise in areas including but not limited to: civil engineering, facilities and buildings, operations and maintenance, facility condition assessment, engineering inspection and assessment, Federal capital planning, planning, and facility master planning.
  • Assists in the development, implementation, and monitoring of multiple project timelines, technical requirements, and budgets.
  • Assists the Program Manager and Project Manager in determining resource re-alignments to maintain project execution or to respond to unplanned circumstances.
  • Assists in client relationship building and communications.
  • Assists with project-level communications and conducts customer teleconferences and status update.
  • Assists in the development of federal requirements definition of BFR (basic facilities requirements).
  • Assists in development of federal business case analyses with analysis of alternatives.
  • Identifies data sources to use for analytic studies on proposed or ongoing project tasks.
  • Review and provide feedback on facilities maintenance projects and facilities condition assessments (FCA) including planning for long-term investment strategies, assessing condition of all building systems, and preparing cost estimates for capital and operation maintenance planning.

Required Skills/Abilities: 

  • Innovative thinking and leadership with an ability to lead and motivate cross-functional, interdisciplinary teams.
  • Excellent written and verbal communication skills and high level of self-motivation.
  • Knowledge of NOAA, USCG or other marine research related agencies or facilities preferred.
  • Proficient with Microsoft Office Suite or related software.

Education and Experience:

  • U.S. citizenship required.
  • Bachelor’s degree in engineering, Master Planning, Architecture, or equivalent experience required. 
  • Minimum of 8 years of experience with a combination of analysis, business development, and project/program management.
  • Federal Government experience required, preferably with NOAA, USCG, DHS, or DOC.
