Summary

As a Economist at the GS-0110-11/12/13, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for conducting economic studies and analyses specific to health insurance and health policy, policy modeling impact analyses and econometric modeling and econometrics to support policy development and program administration of Federal employee benefits programs.

Duties

Identifies, analyzes, or prepares reports in all phases of the research and data analysis process, which may include problem identification and definition, planning, execution, analysis, interpretation, and communication. Provide technical advice to stakeholders on the use of complex econometrics and statistical techniques which may include regression analysis, development of risk adjustment methodologies, and econometric modeling. Monitors and assesses the significance of current and future health economics developments, which may include producing memos, papers, and briefings to support PDS management. Utilizes and uses a variety of programing assets including statistical (e.g. R, Python), office (Microsoft Office suite, incl. Excel), and visualization software (e.g., R, Python). Interacts with Healthcare and Insurance (HI) staff to assist in information requirements, develops specifications for analyses, creates and maintains complex or specialized data, and generates and conducts targeted research based on those data in response to priorities set by HI senior staff.

Qualifications

Basic Requirement: A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, that included at least 21 semester hours in Economics and 3 semester hours in statistics, accounting, or calculus, plus appropriate experience or additional education. In addition to meeting the basic requirements: For the GS-11: You must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector): Specialized experience must be thoroughly outlined and supported in your resume. Specialized experience MAY include: Applying quantitative methods and techniques used to evaluate information concerning mathematical, statistical, or economic factors related to healthcare and insurance or health policy analysis; AND Drafting reports and/or written results. OR Successfully completed a Ph.D. or equivalent doctoral degree or at least three full years of progressively higher level graduate education leading to such a degree in a field related to the work of this position as described in the vacancy announcement.- or -Have a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position. For the GS-12: You must have at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service (obtained in either the private or public sector): Specialized experience must be thoroughly outlined and supported in your resume. Specialized experience MAY include: Developing methods used to gather, analyze and evaluate information concerning critical mathematical, statistical, economic or other relevant factors related to healthcare and insurance or health policy analysis, or healthcare and insurance industry practices; Planning and executing a variety of projects pertaining to healthcare and insurance; AND Developing strategic planning activities, including program objectives, goals, or measures. For the GS-13: You must have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service (obtained in either the private or public sector): Specialized experience must be thoroughly outlined and supported in your resume. Specialized experience MUST include: Analyzing and evaluating current methods used to gather, analyze and evaluate information concerning mathematical, statistical, economic or other relevant factors related to healthcare and insurance or industry practices in order to make improvements; Creating, performing, and documenting economic analyses involving current and future health economics developments, which may include producing memos, papers, and briefings; AND Providing research interpretations and recommendations to senior officials based on economic research and studies. You must meet all qualification and eligibility requirements by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
