Salary Range

Grade 16, exempt, $114,086.11 - $159,750.56 per fiscal year, commensurate with experience.

Job Description Summary

Reporting to the Senior Director of Legal & Government Relations, this position provides day to day leadership and management to the government relations functions of Sourcewell. This position plans and executes a comprehensive and proactive government affairs strategy that advances the mission and goals of Sourcewell with local, regional, state, and federal officials.

Job Description

Essential Duties and Responsibilities

  • Directs the activities of the Government Relations team.
  • Supervises government relations positions responsible for providing support for Sourcewell departments including cooperative purchasing, regional city and county programs, education programs, and insurance and risk management.
  • Assign GR referrals to appropriate positions.
  • Ensure timely and accurate referral resolution.
  • Participate in the development of GR team and organizational strategy, participate in cross-functional organizational teams and meetings, represent the GR team in key organizational forums.
  • Responsible for implementing short- and long- term objectives to achieve GR goals of creating, protecting, and maintaining markets for Sourcewell solutions.
  • Manages local, regional, statewide, and national officials and groups with respect to the involvement in government relations, public policy, legislative initiatives, and related activities.
  • Proficiently and proactively communicates with managers, various organizational units and constituency groups, state and federal agencies and officials including state legislatures and members of Congress and staff members, and lobbyists.
  • Manages legislative clearinghouse functions, staff assignments, bill tracking and analysis, committee hearing tracking and regular communication with internal and external audiences and constituency groups regarding public policy affairs and activities.
  • Develops strategies for consistently and effectively interacting with legislators, legislative staff, and other local and state officials, members of Congress, staff of congressional delegations, federal agency staff and other government officials/staff.
  • Develops and implements public policy messaging and related materials in consultation with relevant Sourcewell departments and provides written and oral testimony as needed
  • Manages annual legislative planning for federal and state priorities development and implementation processes and engages constituents in support of the government relations agenda.
  • Facilitates and advances priorities and other initiatives involving the relationships with elected officials and government agencies, Congressional representatives, other staff members, Congressional committees, and regulatory offices and agencies. Garners support for legislative and regulatory activity and initiatives that impact Sourcewell.
  • Manages all contracted lobbying services.
  • Monitors, studies, interprets, and analyzes legislative and regulatory activity and existing statutes and regulation.
  • Takes the lead role in developing drafting, and continuous improvement of legal department procedures.
  • Provides Communication and Public Relations Support.
  • Manages communications and public relations strategy for public policy related issues with stakeholders, including media representatives, internal and external audiences, other organizations, and policy makers regionally, statewide, and nationally in collaboration with the marketing and public relations staff.
  • Receives inquiries; drafts and responds to correspondence to policy makers and other constituencies.
  • Attends or assigns relevant events and meetings.
  • Manages and communicates strategy to maintain Sourcewell’s reputation with policy makers, state officials, government personnel, media outlets and other constituencies and audiences.
  • Increases public awareness of Sourcewell and its policy and service goals.
  • Arranges for special events involving elected officials.
  • Proficiently develops a wide range of materials in support of Sourcewell’s government relations agenda, such as talking points, legislative summaries, factsheets, testimony, reports, and letters.
  • Drafts briefing reports and memoranda for internal and external audiences.
  • Supports Sourcewell at the state and federal levels. Provides technical assistance to staff on government affairs and public policy issues.
  • Direct the overall management of Legal team members.
  • Supervise, develop, train, and mentor assigned staff.
  • Implement strategic direction and actionable goals to ensure that the entire team understands how their performance impacts department, division and organizational strategies and goals.
  • Determine staffing needs and ensure the organization has appropriate staffing to support growth plans.
  • Collaborate with Human Resources to establish hiring, training, and onboarding processes and ensure that these are followed across the team.
  • Assists the Senior Director of Government Relations in developing department goals, objectives, and systems and makes recommendations in continuous improvement efforts.
  • Performs other related duties as required and assigned.

Additional Job Description

Required Qualifications

  • Bachelor’s Degree in related field AND Seven (7) years professional experience in research, analysis, and legislative work OR
  • A combination of post-secondary training, professional education, and related experience equivalent to eleven (11) years.
  • Legislative, communications, or public policy experience.
  • Valid Driver’s License.

Preferred Qualifications

  • Demonstrated work experience in policy analysis or research methods.
  • Prior experience managing people.

  • This is a remote position (within the state of Minnesota), and is subject to Sourcewell's telecommuting policies and procedures.
  • On occasion, may be asked to travel to Staples, MN for meetings, professional development or team activities. Potentially twice per year. Notice will be given ahead of time.
