Position Title: Finance Manager, Grant Finance

Reports to: Associate Director of Grant Finance 

Location: Boston, MA or Remote (U.S.), up to 15% international travel
Employment Type: Full time

 

Position Overview:

 

Partners In Health (PIH) is looking for a detail-oriented, results-driven Finance Manager with superb interpersonal and organizational skills to join the Grant Finance team, to play a lead role in the financial management and oversight of a portfolio of PIH grants. The Finance Manager will guide effective financial management of a diverse, cross-regional, award portfolio implemented in one or more PIH sites: Haiti, Peru, Rwanda, Mexico, Sierra Leone, Liberia, Malawi, Lesotho, Russia, Kazakhstan, and Navajo Nation. The Finance Manager will work with staff across project teams to ensure strong financial management for projects to deliver on time, on scope, on budget and with quality standards. The Finance Manager will also supervise staff member(s), ensuring they have the support needed to contribute to both financial management of their portfolio and overall FP&A team priorities.

Budgeting

  • Lead budget development process for new proposals within portfolio and as assigned, working closely with the programmatic team to understand project activities and implementation plan.
  • Lead budget revisions and reallocation requests.
  • Ensure grants within portfolio are accurately projected within PIH annual budget, most critically during annual planning process.
  • Support Associate Director in the improvements of PIH internal budgeting tools and templates.

Financial Compliance

  • Monitor and strengthen grant management and compliance systems related to post-award spend including the review of procurement and human resource procedures, asset management, appropriate allocation of expenses, regular spending reviews with key stakeholders, risk identification, and development of corrective action plans when necessary.
  • Provide site-based accountants the necessary training and support so they have knowledge on the strengthening of internal controls, accurate records maintenance, and important donor regulations.
  • Coordinate with Award Manager to communicate and meet with funder on financial or compliance aspects of the project.
  • Work closely with internal and external auditors to ensure efficiency and completion of annual audits, and to ensure that audit findings and recommendations are addressed and closed in a timely manner.
  • Work with site-based accounting and grant teams to complete financial deliverables tied to grant close.

Fund Management and Financial Analysis

  • Communicate with PIH finance staff, subcontractors, and partners to ensure project spend is in compliance with funder requirements, and aligned with approved budget.
  • Manage quarterly drawdowns, invoices, fund transfers and other regular grant related processes.
  • Establish and maintain project financial tracking tools, including for sub-awardees.
  • Monitor spend across grants to ensure appropriate expense allocation, timely use of funds, and compliance with donor’s operational and contractual requirements; document and monitor overall performance, analyze trends, highlight issues, identify gaps.
  • Provide financial support to one PIH Coordination site budget manager, meeting quarterly and supporting during annual planning.

Reporting

  • Prepare periodic internal financial reports for all grants; work with project teams to review and analyze spend against budgets, identify variances and determine action needed.
  • Prepare timely and accurate external financial reports that comply with all donor regulations.
  • Communicate with PIH site financial staff, subcontractors, and partners to ensure accurate and timely reporting that is in compliance with funder requirements.
  • Participate in the end of fiscal year organizational reporting and projections.
  • Respond promptly to donor, partner or leadership requests related to financial matters. 

Staff Management

  • Develop and execute capacity building plans for each team member under supervision, including supporting team member’s grant management capabilities, usage of PIH’s tools and systems, and input into future grant finance improvements.

 

International travel, as required

Qualifications:

  • Minimum of Bachelor’s-level degree in public administration, business, finance, economics, accounting, or a related field, Master’s preferred
  • Minimum of seven years of professional experience in financial management of high-compliance, multi-country awards
  • Experience supervising and mentoring staff.
  • Proficiency with Microsoft Office; Advanced Excel skills
  • Experience managing financial aspects across multiple countries and projects
  • Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff across departments and countries under shifting and demanding timelines
  • Ability to present and explain financial information clearly to colleagues at all levels, including non-financial staff
  • Comfortable with inheriting already established processes and tools, while also assessing areas for improvement
  • Interest in social justice strongly desirable
