Cultural Resources Group Manager

Summary of Position

Career opportunity for an Cultural Resources Group Manager to manage and grow a cultural resources group and the expansion of archaeology services. The position is responsible for leading and conducting all phases of cultural resource investigations under Section 106 reviews and letters for the National Environmental Policy Act (NEPA), and 110 National Historic Preservation Act (NHPA) and other environmental planning documents, including but not limited to consultation, preparing data recovery and monitoring plans, lead field coordination and interpretation of state and federal laws.

The Cultural Resources Group Manager will be supervising and mentoring staff. Frequently interacting and coordinating with clients as well as agency and Tribal representatives in a decision-making role. The Cultural Resources Group Manager will be knowledgeable of federal, state, and local historic preservation and cultural resources regulations and demonstrate an established area of analytical expertise and/or archaeological research interest.

Duties & Responsibilities

Duties and responsibilities include planning and managing all phases of cultural resources projects including:

• Lead cultural resources projects, business development opportunities and provide successful and independent management of archaeological and historic resources projects, including direction of field studies and assembly, supervision and direction of field teams.
• Provide Section 106/NEPA and section 110/NHPA analysis, technical studies and project permitting for a wide variety of private, federal, state and local government clients and tribal entities.
• Lead technical and strategy elements of proposal development including scope, schedule and budget.
• Survey, archaeological monitoring, testing, and data recovery; technical report production; preparing scopes of work and cost estimates.
• Meeting project scope, schedule, and budget obligations.
• Leading archaeological surveys, historical research, preservation activities, report preparation, and curation of archaeological artifacts.
• Be a key technical resource lead and or principle investigator for Section 106/NEPA investigations.
• Mentor and supervise staff, provide technical and operations resources for staff and project managers.
• Ensure the delivery of high-quality technical products through implementation of independent and quality review protocols.

Qualifications

Minimum Qualifications

• Meet or exceed the Secretary of the Interior Standards (36 CFR 61).
• Master’s degree in Archaeology, Anthropology or a related field;
• Registered Professional Archaeologist;
• Hold state permits for archaeology;
• Minimum of Five (5) years of supervisory experience, preferably Ten (10) in progressively responsible cultural resource positions including management;
• Ability to meet deadlines while remaining detail-oriented, organized, and able to work well on simultaneous tasks and be team oriented;
• Lead and manage the Cultural Resources team, ensuring effective allocation of resources and timely completion of project deliverables;
• Accountable for hiring (or promoting), training, and supervision Cultural resources staff;
• Thorough understanding of Project Management principles;
• Maintain and improve training materials;
• Completing report reviews and QA/QC;
• Develop and implement archaeological research plans, methodologies, and protocols;
• Marketing to new and existing clients;
• Preparation of proposals and oversight of complex projects such as balloon tests, NR nominations, and archaeological monitoring;
• Oversight of continued profitability of the group, ensuring appropriate team and resource allocation;
• Oversight of the team’s monthly and yearly financial status;
• Demonstrated excellent verbal and written communication, professional writing, problem solving skills;
• Ability to work independently with general supervision;
• Proficiency with ArcGIS, MS Office suite, strong people skills, excellent written and verbal communications skills;
• Ability to satisfactorily pass pre-employment and post-employment drug and alcohol tests;
• Valid driver’s license and good driving record;
• Must be eligible to be employed in the US

Preferred Qualifications:

• Permitted to perform archaeology work in multiples states.
• Experience and capability across the continental US in providing cultural resources services.

Working Conditions

• Extended periods of time in front of a computer screen in a climate-controlled office.
• Overnight and day travel as needed to support field work
