Position Title: Grant Audit Lead

Reports to: Senior Advisor, Grant Management and Compliance  

Location: Employees in this role can work from our Boston, MA office, remotely within the U.S. or hybrid of these two options, with up to 15% international travel 

Employment Type: Full time

Position Overview:  

Partners In Health (PIH) is looking for a Grant Audit Lead to oversee the critical processes of preparing for and responding to donor audits of PIH’s restricted awards, including leading PIH’s response to its annual U.S. Government Single Audit. Reporting to the Senior Advisor, Grant Management and Compliance, the Grant Audit Lead will develop and serve as subject matter expert for a program of assessing and strengthening PIH grant audit preparation across all PIH sites worldwide, including periodic review of grant-related internal controls and policies and proceduresGiven the global scope of this role, fluency in Spanish or French would be a plus.  This role will also support initiatives of the PIH U.S. Coordination Site Grant Compliance Group to develop and strengthen PIH policies and procedures in support of grant compliance across all PIH sites, and will inform and support the response to and reporting of misconduct allegations. 

 

The Grant Audit Lead will be a member of PIH’s U.S. Coordination Site Grant Management and Compliance (GMC) team.

 

Responsibilities: 

Grant Audit Preparation and Guidance (40%) 

  • Lead development of and conduct project- and site-specific grant compliance risk assessments of PIH teams and PIH subrecipients to highlight potential internal control and other grant compliance or audit response gaps; inform and manage process development and staff training priorities in service to these areas across all PIH sites worldwide.  
  • Lead development of tools and systems and implement trainings to address identified gaps and to advance grant audit preparedness across PIH and its subrecipients.
  • Monitor grant compliance where risks are identified, including through periodic transaction testing or procedure review.  
  • Provide regular updates on audit status and distill key audit outcomes to inform PIH leaders and GMC team priorities. 
  • Maintain organization-wide grant audit tracker listing timing, status and results of all active, expected, and completed grant audits.  

 

PIH Single Audit (20%) 

  • Serve as primary PIH contact for the annual U.S. Government Single Audit, and regularly update PIH finance leaders on the status of the Single Audit. 
  • Lead the development of and adherence to a work plan, identifying responsible staff and timeframes for each activity, for the PIH cross-site Single Audit each year, from initial determination, review and selection of major programs to sign off on the final audit report and the implementation of any corrective actions. 
  • Lead coordination across PIH global finance and grant management staff to manage the compilation, thorough review, and prompt delivery of accurate and complete schedules of expenditures, general ledgers, award agreements, supporting documentation, and any other information required by the auditor in connection with the Single Audit. 
  • Acquire a detailed understanding of relevant PIH compliance policies and processes and advocate for the efficacy of those processes in response to auditor concerns, including by writing and submitting clear and concise audit memos and thorough review of and written response to a draft Single Audit report. 
  • Initiate, support, and monitor implementation of any corrective actions resulting from the Single Audit. 

 

Other Grant Audits (20%) 

Lead coordination with and across relevant PIH coordination, care-delivery, technical assistance and academic site finance and grant management staff to:

  • Develop and negotiate grant audit requests for proposals and terms of reference, develop and implement audit work plans, confirm the compilation, thorough review, and prompt delivery of accurate and complete general ledgers, supporting documentation, and any other information required by the auditor. 
  • Acquire a detailed understanding of relevant PIH compliance policies and processes and advocate for the efficacy of those processes in response to auditor concerns, including by writing and submitting clear and concise audit memos and thorough review of and written response to a draft audit report.  
  • Initiate, support, and monitor implementation of any corrective actions resulting from the audit. 

 

Organization-Level Compliance Support (20%) 

  • Advise PIH finance teams, general leadership, and program teams across all PIH sites regarding audit readiness, internal control implementation, and grant compliance. Support GMC team initiatives such as roll out of and training on policies and procedures relating to grant management and compliance. 
  • Inform and support the coordination and management of misconduct allegations, including advising on investigations, participating on investigation committees, reviewing investigation materials, and writing related reports to donors. 

 

Qualifications: 

  • Bachelor’s degree required, concentration in accounting or related field preferred; master’s or other advanced degree in accounting or related field preferred. 
  • Minimum of 8 years of experience managing, including minimum of 3 years of experience leading, responses to high-compliance public sector donor-initiated grant audits in the international NGO context, including audit preparation, work planning, and directing diverse stakeholders towards successful audit completion. 
  • Minimum of 5 years of experience managing, including minimum of 2 years of experience leading, responses to U.S. Government Single Audits. 
  • Minimum of 5 years of experience advising international NGOs with regard to grant audit and grant compliance issues, and assessing internal controls and compliance. 
  • Detailed understanding of U.S. Uniform Guidance regulations and the requirements of at least two other major international government or other public sector donors. 
  • Experience applying and interpreting U.S. Generally Accepted Accounting Principles (GAAP) and U.S. Generally Accepted Government Auditing Standards (GAGAS).
  • Proficiency in analyzing audit and financial data and writing clear reports regarding complex financial and other internal control functions.
  • Excellent verbal and written communication skills, including ability to interpret, summarize and explain audit findings and risks to non-financial staff and colleagues.
  • Strong financial, analytical, investigative, and problem-solving skills. 
  • Excellent organizational skills and strong attention to detail. 
  • Ability to work well with a diverse team of stakeholders. 
  • Proficiency with Microsoft Office (Excel, Word, PowerPoint, Teams). 
  • Fluency in Spanish or French highly desirable.

Pay and Benefits

The pay range for this position at commencement of employment is expected to be between $90,000 and $115,000/year. The starting salary offered may vary depending on multiple individualized factors, including market for the position, job-related knowledge, skills and experience.

Subject to the terms and conditions of the applicable plans then in effect, eligible employees may enroll in a 401(k) plan with employer match, as well as participate in organization-sponsored medical, dental, vision, short-term and long-term disability insurance, and basic life insurance plans for the employee and the employee’s eligible dependents. Full time employees will receive 15 days of vacation, 12 sick days, 3 personal days, and 3 volunteer days in addition to paid time off during the week between Christmas and New Year’s Day, the week of July 4th, and 11 additional holidays annually.
