Job Description & Summary

The role requires supporting the Client’s Environmental and Social Impact Assessment (ESIA) team in the management and efficient and timely regulatory review of all stages of the ESIA process, mainly for large development projects, through:

- Managing and reviewing ESIA screening forms along with related reports and
accordingly follow-up on ESIA requirements for the concerned projects up until
the corresponding process has been completed.
- Support enhancing the existing management system.
- Support the proper documentation, tracking and reporting of all ESIA related
matters.

Duration:
6 months – Expected start date is September 2024.
Location:
Client Location - based in KSA with some flexibility for remote working (a maximum of 5 working days per month).
 

Experience:

A minimum of 7 years in Environmental and Social Safeguards with a focus on ESIAs and with a solid background in the biodiversity, heritage, waste, water, wastewater, noise, air quality, climate change and land management fields.

Typical activities would include –

  • Review and process incoming ESIA Screening applications and related documents.
  • Undertake site visits to the Projects’ sites, if needed, and ensure appropriate documentation of sites’ conditions and surrounding environment including but not limited to photos, coordinates, etc.
  • Attend and participate in meetings and workshops held in relation to the Projects under assessments and ensure thorough stakeholder management including consultations with the local community, Client internal teams, external stakeholders (Contractors, Consultants and any other Projects’ Proponents) and relevant authorities (MEWA, NCEC, MWAN, etc.), as applicable.
  • Coordinate the review of ESIA related documents up until their completion (including Scoping Report, ESIA Report, Non-Technical Summary Report, Construction Environmental and Social Management Plan (CESMP), Operation Environmental and Social Management Plan (OESMP)and Close-Out Audit Report, as applicable) between ESIA and other Client’s concerned teams, SubjectMatter Experts and Project Proponents or their Project Managers.
  • Draft corresponding decisions to be reviewed and signed by the ESIA Lead in line with established process..
  • Support ongoing procedures related to the improvement of the ESIA process and delivery.
  • Ensure robust document control and enhance the filing and tracking of the ESIA documentation across all stages of the process (through available tracking elements / tools, shared folder, ESIA platform once fully operational, etc.).
  • Ensure a clear and integrated management system has been put in place to follow-up on all ESIAs from process start till its end.
  • Develop a unified and systematic approach to engage with Project Owners and other relevant stakeholders.
  • Understand the expected reporting audience, frequency and format and accordingly develop an integrated reporting mechanism.
  • Submit progress reports to Client’s management and concerned teams as per the reporting mechanism defined above.
  • Undertake annual capacity building sessions about the ESIA requirements and process as needed.
  • Disseminate ESIA lessons learned and promote ESIA success stories and champions as needed.

Typical knowledge and attributes required for this role –

  • Proven experience in environmental and social assessments with a minimum of seven years of experience in ESIAs.
  • ESIA experience focused on biodiversity, large infrastructure and development projects in addition to heritage sites is preferred.
  • Good knowledge of the KSA national environmental and sustainability regulations, more specifically NCEC process and requirements.
  • Previous experience in undertaking or regulating ESIAs in GCC or Middle Eastern Countries.
  • Experience in engaging with stakeholders, communities and regulatory authorities on environmental and social matters is a plus.
  • Previous project management experience is a plus.
  • Excellent writing and communication skills including explaining technical matters to non-experts.
  • Written and oral proficiency in English, Arabic is a plus.
  • Ability to work in a fast-paced environment and under pressure.
  • Process driven, strong coordination and organizational skills and excellent attention to detail.
  • Work well independently and in a team.
  • Proficiency with excel, PowerPoint and ArcGIS
     

Education:

  • Bachelor’s degree in Civil, Environmental, Industrial or Chemical Engineering, Environmental Sciences or Management, Natural Resources Management, Social Studies, Sustainability Studies or related fields. Master’s degree in any of these fields is preferred.
  • Specific certifications in any of the environmental and sustainability fields is a plus i.e. Certified Environmental Professional, LEED AP, etc.
  • Courses/training in the environmental, social or sustainability fields is a plus. Examples include specific ESIA trainings/courses, Monitoring and Evaluation workshops, technical courses/trainings on biodiversity, waste, water, wastewater, noise, etc.
