Description

GoldenWolf is a SDVOSB, woman-owned government contracting firm that takes pride in solving facility management obstacles for clients across the United States, and abroad.  We are currently seeking a Proposal Manager to join our Growth team  Reporting to the Chief Growth Officer, the Proposal Manager is responsible for all aspects of the proposal development process from pre-solicitation through post-proposal submission and is responsible for the timely delivery of final proposal response. 


Primary Responsibilities:  

  • Lead the proposal process to achieve compliant, compelling proposal responses.
  • Establish compliant structure for solicitations— creating an outline, compliance matrix, proposal template for each opportunity and draft content leveraging previous proposals. May include drafting original content.
  • Create a detailed proposal schedule, holding stand-up meetings and holding the team accountable for assignments— creating trackers, and other proposal artifacts to re-enforce schedule and commitments. 
  • Facilitate proposal color team reviews, including creating color team review slides with clear assignments and
    instructions for reviewers 
  • Ensure the final proposal reflects customer understanding, win themes, customer benefits, and desired outcomes 
  • Drive continual improvements to proposal quality and process—including but not limited to proposal standard operating procedures, proposal writing training, proposal repositories, boilerplate templates for task order responses and past performance  
  • Conduct lessons-learned surveys and postmortems after proposal submissions 
  • Support responses to Sources Sought 
  • Support bid/no-bid decisions 
Requirements

Qualifications:

  • Bachelor’s Degree with 2-5 years of experience in developing proposals for federal government contracts (Department of Defense Agencies preferred).
  • Experience leading proposals valued up to $50M for a single award. 
  • Knowledge of Government Acquisition Regulations, such as the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations.
  • Writing and Editing Skills: Ability to write clear, concise, and compelling proposals.
  • Experience writing, editing and proofreading proposals, as well as creating executive summaries and abstracts.
  • Analytical and Problem-Solving Skills: Ability to analyze requirements, identify potential issues, and develop solutions.
  • Communication and Collaboration Skills: Ability to communicate effectively with various stakeholders including internal teams, customers, subcontractors and government officials. Experience with MS Teams is a must.
  • Time Management and Organization Skills: Ability to prioritize tasks, manage multiple projects simultaneously, and meet deadlines.
  • Fluency with Microsoft Office (Word, Excel, PowerPoint, Outlook) and SharePoint, and Adobe InDesign. 
  • Must be eligible to work in the United States of America for any Employer

Preferred Experience:

  • Experience with architecture and engineering, and construction management proposals
  • Experience responding to SF-330s 
  • APMP certification 
  • Experience supporting a wide variety of solicitation size, complexity, and submission windows
