Purpose of the role
As Project Manager, you will help implement Security Sector Reform (SSR) projects in Libya (and eventually other MENA countries) including projects aiming to protect Cultural Heritage. Technically spoken these projects will target organisational reform, capacity building, strategic framework and policy design. You are responsible for all phases of the projects guaranteeing sustainability and impact of our project results.
 
You will be part of our growing and dynamic Security Department - Maghreb and Middle East team - reporting to the Libya Country Director and working under the overall supervision of the Area Director in Brussels.

Key responsibilities
Project development
  • You will contribute to the development of GOPA PACE projects in security sector reform in the Maghreb and Middle East with identification of new opportunities, including all project cycle management phases from designing, implementing, monitoring and evaluating projects 
  • You will develop donors’ relations, analysing priorities and initiatives and, project reporting;
  • You will contribute and support the elaboration of project documentation including reports, brochure, proposals, analytical reports etc…
  • You will support the team in other project development processes;
  • You will manage and expand our network of experts, clients and partners with a focus on Tunisia.
 
Project management
  • You will ensure successful management and closure of ongoing SSR projects;
  • You will organise field monitoring missions to meet project team and supervise our projects results;
  • You will ensure optimal organisation of the expert team work, high quality results while meeting financial targets ;
A BACKGROUND THAT CONVINCES US
Desired competencies and experience
  • University degree in a related field;
  • You have 3-4 years’ experience in SSR mainly under EU financing (Service Tender preparation   will be a highly valued asset);
  • You have at least 1 year experience in MENA and/or Libya;
  • You have a genuine interest in GOPA PACE’s mission and recognise yourself in our values: honesty, empathy, professionalism and dynamism;
  • You are willing to live at least 50% percent of your time in Libya;
  • You are passionate about SSR/Cultural Heritage in all its aspects;
  • You enjoy building and nurturing strong working relationships over time with diverse groups of stakeholders;
  • You are confident to address difficult issues, saying what needs to be said;
  • You pride yourself in delivering high quality results within sometimes difficult timeframes;
  • You are able to plan & prioritise to meet commitments;
  • You have excellent communication skills in English , both written and verbal;  Arabic and French would be a strong asset but not mandatory;
  • You are computer-literate and you master the MS office suit; 
  • Above all, you are a true team player with a friendly, open personality and a sense of humour.

Location
This position is based in Tripoli and can be combined with remote working from your home place.
