Summary

Based in Europe, the Eclipse Foundation is one of the world’s largest open source software foundations, with a proven track record of enabling community-led and industry-ready open source innovation earned over two decades. The Eclipse Foundation is home to more than 415 high-impact projects and collaborations including the Eclipse IDE, Adoptium, Software Defined Vehicle (SDV), IoT, and Jakarta EE. Supported by over 350 members globally, the Eclipse Foundation has an established international reach and reputation.

To address the pressing cybersecurity challenges within the open source ecosystem and to fully comply with regulatory requirements such as the European Union’s Cyber Resilience Act (CRA), the Eclipse Foundation has established the Open Regulatory Compliance (ORC) Working Group. This initiative, in collaboration with other foundations and industry partners, aims to ensure robust security practices and facilitate the smooth implementation of these new regulations.

The ORC Working Group brings together key stakeholders from industry, SMEs, research, and open source foundations to collaborate with regulatory entities. The goal is to forge specifications that enable the industry to leverage open source software while meeting regulatory requirements, thereby helping open source projects better meet industry needs.

The Role

The Sr. Manager, Open Regulatory Compliance Programs will collaborate with working group members and the Steering Committee to define and execute the global strategy for software development process specifications at the Eclipse Foundation. The ideal candidate should have experience in defining these processes and a background in building and nurturing open source, open specifications, or other communities. They must possess extensive knowledge of regulatory standards and the ability to ensure compliance in software development process specifications, aligning with emerging regulations such as the European Union’s Cyber Resilience Act (CRA), Data Act, and AI Act. Additionally, knowledge and experience with European standardization organizations and processes, particularly with entities such as CEN, CENELEC, and ETSI, are essential for success in this role.

The successful candidate will join the Foundation team, working alongside program and community managers for other major initiatives, and serve as the primary interface between the Open Regulatory Compliance community and the Eclipse Foundation team.

  • Work from where you are, this is a remote position that can be located anywhere in Europe.
Responsibilities
  • Collaborate with members of the Open Regulatory Compliance Working Group and the wider community to facilitate the successful delivery of working group priorities, including defining secure software development process specifications.
  • Promote transposition and adoption of software development process specifications to relevant standardization bodies such as ISO/IEC, CEN, CENELEC, and ETSI.
  • Identify and assess relevant regulatory requirements applicable to software development, including, but not limited to, cybersecurity, AI, and industry-specific directives.
  • Work with Eclipse Foundation teams, including IT, Security, and Projects to support Open Regulatory Compliance-related open specification projects.
  • Continuously monitor regulatory changes and assess their impact on software development processes and open source projects, ensuring compliance and timely updates.
  • Build and maintain close working relationships with regulatory entities, companies, organizations, and individuals within the Open Regulatory Compliance community, ensuring continuous engagement and collaboration.
  • Play an active role in interactions with external projects, developers, government entities, standards bodies, and foundations to ensure alignment and collaboration.
  • Provide guidance and training to internal teams on regulatory compliance matters, ensuring they are well-equipped to adhere to standards.
  • Define, implement, and promote programs that encourage open collaboration within the Open Regulatory Compliance ecosystem and the industry at large, raising awareness about Open Regulatory Compliance projects.
  • Collect feedback on the specifications from regulatory entities and communicate it to working group members and Eclipse Foundation staff.
  • Collaborate with Sales, Ecosystem Development, Marketing, and Membership Services to develop and implement programs for recruiting and retaining working group members. Actively recruit members to join the Open Regulatory Compliance Working Group. 
  • Recruit and engage experts to work on the top technical priorities of the working group. Build a strong pipeline of project contributors.
  • Support project releases and associated deliverables, including website updates, documentation, marketing materials, testimonials, and social media content.
  • Represent the Eclipse Foundation at industry meetings and conferences related to regulatory compliance. 
  • Partner with the Events team to drive community engagement and growth by organizing events (virtual, hybrid, and in-person) that contribute to achieving the working group’s goals and objectives.
Desired Skills And Experience
  • Bachelor’s degree in Engineering, Business, Economics, Law, or a related field; advanced degree preferred.
  • Minimum of 5-7 years of experience in standards, specifications, or regulatory compliance, with a strong knowledge of software/technology processes.
  • Demonstrated experience working with software development process specifications and their standardization.
  • In-depth knowledge and experience in working with key standards organizations, including, but not limited to, ISO, IEC, CEN, CENELEC, and ETSI, to develop and implement industry standards across various sectors.
  • Strong understanding of global regulatory standards and experience in ensuring compliance with these standards.
  • Experience in open source communities and software development processes is highly desirable.
  • Solid understanding of open source communities, community development, collaboration models, and technologies.
  • Experience participating in open source projects (as a committer, maintainer, contributor, or community manager) is a plus.
  • Excellent communication and interpersonal skills, with the ability to influence and educate stakeholders at all levels. Experience with writing high impact materials is preferred.
  • Proven ability to manage multiple projects simultaneously and deliver results in a fast-paced environment.
  • Proven ability to work within a community to guide and complete projects/initiatives in a timely manner.
  • Demonstrated success in engaging with and influencing developers and/or technical leaders.
  • Public speaking/presentation experience in both in-person and virtual settings.
  • Fluent in English with proven proficiency in working in an English business environment.
  • Existing network from diverse communities and social media platforms including X (formerly known as Twitter), Mastodon, and LinkedIn.
