POSITION SUMMARY:

HIAS is embarking upon providing virtual resettlement services to clients in the Virtual Reception and Placement (VR&P) Program funded by the Bureau of Population, Refugees, and Migration (PRM). This new program is intended to be an alternative, “lighter touch” pathway for higher-resourced, lower-risk cases than traditional on-site resettlement. In the virtual setting, caseworkers assist from afar, communicating through various channels, to assist as needed to position new arrivals for the same ultimate goal—successful integration in the community and early self-sufficiency.


It is anticipated that new arrivals, with support from U.S. ties and virtual caseworkers, will receive core services, including public benefits, healthcare, social services, public education, and employment assistance, while having access to stable housing from the U.S ties.


HIAS seeks a Program Manager, Virtual Resettlement to oversee a fully remote team, including Caseworker Supervisors and Caseworkers, through the Virtual Reception & Placement (VR&P) Program for newly arrived refugees from Latin America and Afghanistan. The Program Manager, Virtual Resettlement will coordinate activities between the case management, operations and training teams to ensure the teams have the appropriate support to carry out the activities outlined in the VR&P Cooperative Agreement. Due to the remote nature of this program, an experienced and effective leader, with knowledge of resettlement work and management of a large team is required. This role is responsible for adhering to program policies and requirements and ensuring the quality assurance of VR&P the team.


Note, this is a temporary position that starts ASAP and ends December 31, 2024, with possible extension. The salary for this position is $80,000.00, and this position is contingent upon a pending funding agreement.


This position can be based at our headquarters in Silver Spring, Maryland or our office in New York, New York, or it can be remote for applicants who live outside of commuting distance to either of our offices and are based in other states in which we are registered (Arizona, California, Colorado, Connecticut, Florida, Georgia, Iowa, Massachusetts, Michigan, Minnesota, Nevada, New Jersey, Ohio, Oregon, Pennsylvania, Texas, Virginia, West Virginia, Wisconsin).


ESSENTIAL FUNCTIONS:

  • Supports the Assistant Director, Initial Resettlement with the implementation and oversight of the VR&P Program, which provides virtual case management services to clients for up to 90 days after arrival to the U.S.
  • Supervises the virtual resettlement team to ensure regular communication and coordination of activities to ensure clients receive required core services in accordance with the VR&P Cooperative Agreement.
  • Oversee the recruitment, hiring and training of VR&P team members and ensures successful onboarding for new team members.
  • Guides the Monitoring Specialist with providing monitoring oversight to ensure delivery of core resettlement services and compliance with all grant requirements in accordance with the VR&P Cooperative Agreement; partners and connects with state and local government and service providers in states where HIAS is implementing the VR&P Program to refer clients for support and services; maintains ongoing communication with State Refugee Coordinators and community partners regarding themes and trends seen in arrivals and provide regular opportunities to discuss improvements client services.
  • Approves expenses of the VR&P team, ensuring program expenses are within the approved federal budget; coordinates closely with the accounting team to ensure payment of client financial assistance.
  • Supports the Assistant Director, Initial Resettlement in reporting to funder and HIAS executive leadership outcomes and successes of the program.
  • Maintains regular communication with the team and Assistant Director, Initial Resettlement regarding underlining trends or issues with remote case management services and provides consultations and solutions to address these issues.
  • Provides support for other U.S. Programs Resettlement & Integration functions, as needed.
  • Performs other duties as assigned.


QUALIFICATIONS & REQUIREMENTS:

  • Undergraduate degree required.
  • 4-6 years of relevant experience.
  • Knowledge of U.S. Refugee Program required; previous work experience at a resettlement affiliate or a national resettlement agency required, with both preferred.
  • Previous managerial experience strongly preferred.
  • Previous training or public speaking experience desired.
  • Knowledge of Microsoft 365 platform, including SharePoint and MS Teams, preferred; proficiency in Microsoft Excel, PowerPoint and Word required.
  • Excellent verbal and written communication skills.
  • Excellent interpersonal skills to maintain key relationships with partners and funder.
  • Well-organized and attentive to detail; self-starter able to manage and carry out varied functions of multi-faceted program, work under pressure and meet deadlines.
  • Travel, to include travel to insecure operating environments, may be required.
