Key Responsibilities

1. Perform all end-to-end procurement related activity, planning, evaluation of proposals, recommends a wide range of awards to the procurement Supervisor and Manager 
2. Assist internal departments in developing and defining contract/bid specifications; analyzes and determines most appropriate contract types to reduce IEHP's exposure to risk; develop and issue Solicitations such as Requests for: Proposals, Bids, Quotations, and Qualifications; Lead solicitation evaluations, and draft standard and non-standard contracts, amendments, and other forms of agreements.
3. Review and comply with departmental policy, procedure, fiscal, State and Federal regulations of procurement/contracts/ First-Tiered Downstream and Related Entities requirements. This includes ensuring the sanction exclusion screening process and vendor screening have been performed.
4. Lead negotiation of contract terms and conditions between IEHP and contractors ensure ethical procurement practices are followed; advises IEHP departments on the type, form, and context of the final contract negotiated; contract management, records management, materials management, and mediate disputes, as assigned, in an attempt to reach equitable agreement.
5. Compose clear and concise reports, recommendations, and correspondence. 
6. Perform market research, analyze total life cycle cost, best value, and complex cost of analysis in formulating forecasts and recommendations for procuring commodities or services.
7. Read and interpret all applicable rules and regulations; collect, organize, and evaluate information; Identify alternative solutions, and project consequences of decisions and provide recommendations to internal departments, and Procurement Leadership when requested.
8. Identify process improvement opportunities related to procurement and supply problems; participate in process improvement efforts.
9. Ensure that all outcomes deliberated with internal and external customers are fair, reasonable, and within the law.
10. Review procurement business use cases and participate in procurement discussions and/or assessments
11. Execute and track vendor corrective action plans approved by Procurement leadership. Communicate in a clear and persuasive manner; establish and maintain effective relationships with department officials, company/vendor representatives, and staff members.
12. Review Board Letters and related supplemental paperwork in support of contracts for the Board; provide reports on bid outcomes, correspondence, and memoranda.
13. Receive, research, and assist Legal with the public requests according to the California Public Records Act (California Government Code §§. 6250 et seq.).

Qualifications:

Education & Requirements

  • Two (2) years of professional procurement experience in a Procurement Department or Agency, which included bid solicitations, bid evaluations, contract negotiation, working knowledge of contract standards and procedures, and development of multi-year or multi-commodity agreements or equivalent work experience.
  • Associate's degree from an accredited institution required
  • In lieu of the required degree, a minimum of two (2) years of additional relevant work experience or progressive procurement experience in a Procurement Department or Agency, which included bid solicitations, bid evaluations, contract drafting and negotiation, working knowledge of contract standards and procedures, and development of multi-year or multi-commodity agreements is required for this position. This experience is in addition to the minimum years listed in the Experience Requirements above.

 

Key Qualifications

  • Current working knowledge of public procurement law, methods, procedures, and best practices, including Public Agency contracting principles including RFP/RFQ preparations, Public Works, contract negotiation, contract law and basic financial analysis
  • Proficiency in automated purchase requisition and contract management systems
Work Model Location:

This position requires residency in Southern California. The work location for this position is classified as "telecommute." Telecommute Team Members must be available and willing to work at an onsite IEHP location when requested or as needed.
