The Site Manager is responsible for the entire scope of construction site activities on a given project site, acting under the direction and on behalf of the project director.

Within a given project, they define the site works strategy, lead the site teams, and manage the execution of the project scope.

They ensure that Safety, Quality, Costs and Schedule comply with contractual obligations, company policy and local regulations.

On large & complex sites a site manager can be mobilised to look after individual major packages.

Reports to the GSI Construction Manager and participates in the function’s objective definitions and their follow up.

Job Description

Main tasks are the following:

  • In ITO
    • Participating in costing & scheduling of site activities,
    • Preparing tender documents related to construction & installation activities,
    • Participating in the definition of contracting strategy (sub-con / partner) and applying it throughout ITO phase with support from EHS, Quality, Planning & Sourcing,
    • Actively participating in project teams from feed stages all the way through completion.
  • During OTR
    • Ensuring the consistent application of the defined contracting strategy.
    • Ensuring the timely definition and issuance of sub-contracts with EHS, Quality, Planning, Contract Management & Sourcing support.
    • Acting as the main point of contact for operational aspects of all site sub-contractors.
    • In the case of partner / consortium, acting as the main point of contact for all construction related topics.
    • Ensuring integration of customer EHS requirements in project specific EHS procedure with EHS department support.
    • Being responsible for planning of C&C activities within the overall project schedule, implementation of construction management system (LPS) on each site towards on time delivery of the project.
    • Being in charge of for managing the risks and opportunities related to construction & commissioning activities,
    • Being responsible for preparation of staffing plan, mobilization of site teams & follow up on actuals vs. plan.
    • Setting goals and objectives for the supervisors mobilized on his site.
    • Liaising with design office for timely issuance of data required for preparation of site works ( specs, designs, BOQ, material lists, …),
    • Initiating implementation of CMS (Completion Management System) & defining of TOPs with Project Commissioning Manager.
    • Supporting project leadership during important meetings with customers.

Internal: Project Director, Project Managers, Project Engineering Director, Lead Project Controller, Construction Manager(s), Project Commissioning Manager, project design entities, supervisors.

External: customers, subcontractors, staffing agencies.

Major Responsibilities:

People Management

  • Leadin and managing the site teams to ensure performance standards, project objectives, policies and procedures are met.
  • Providing feedback on know-how and competencies to hierarchical managers for personnel assigned to his sites.

Health and Safety

  • Demonstrating EHS leadership and ensure STOP WORK POLICY is implemented within the team
  • Ensuring application of GE GRID EHS Policy and procedures in all site activities.
  • Communicating regularly on policy & process to all project site staff (GE Grid employees and non-GE Grid employees) and ensuring their application by all stakeholders on site.
  • Taking responsibility to reward and encourage proactive steps towards all matters related to EHS in the workplace.
  • Participating in EHS Gemba walks and leading EHS improvement initiatives on the site under his responsibility.
  • Identifing and evaluating EHS risks and implementing practical measures. 
  • Setting an example by demonstrating the proper acts and actively observing work conditions and behaviors, giving immediate & constructive feedback, and celebrating achievements or safe behaviors.
  • Actively and routinely promoting the identification of hazards and near misses to their teams
  • Actively participating in defining corrective actions when work is unsafe or when an uncontrolled risk is observed.
  • Active engagement and participation on the behavioral safety initiatives.

Quality

  • Complyinh with quality procedures, work instructions and processes.
  • Reporting or resolving any non-conformances and process in a timely manner.
  • Putting in place site procedures to ensure that site works will be conducted to the satisfaction of the customer, to the level of GE Grid standards.
  • Ensuring collection of key information on sites for preparation of lessons learned for capitalization on future projects.
  • Initiating & participating in improving actions regarding construction processes, tools, and documents.

Key performance indicator management

  • Providing timely status and metrics of site activities performance within the project:
    • Weekly safety project metrics and observations
    • Weekly LPS prod. management indicators (make ready, PPC) & monthly variance to milestones.
    • Monthly report on sub-contracts status.
    • Monthly report on spend vs budget (personnel workload, site costs, subcontracts, …)

Skills / Qualifications

  • An appropriate qualification in Civil / Electrical Engineering, degree level with around 5 years of work experience.
  • Appropriate health and safety experience, training and qualifications in line with international standards for roles of this nature. GWO certification will be an advantage.
  • Background in HV electrical works and commissioning.
  • Great interpersonal skills & ability to lead working teams in difficult situations.

Experience

  • Previous experience of undertaking the role of Site Manager on large HV Substation Project.
  • Have previous experience in the installation and commissioning of key elements of the project including
    • Civil Works
    • Building services & auxiliaries
    • HV & MV equipment
    • Control & Protection system
    • Commissioning
  • Be knowledgeable on international standards and 'best practice' in relation to construction
  • Be knowledgeable on environmental legislation and good industry practice in relation to construction works
  • Be knowledgeable on the key applicable standards and specifications associated with the civil and electrical works construction applicable for countries in the region

Other

  • This is a site based position which will require extended posting on project sites across Poland.
  • Ability to communicate effectively (Polish, English) and to accurately and concisely report both verbally and in writing. Additional language proficiency in European languages will be an advantage.
  • IT proficiency including collaborative platforms & tools.
