Job Summary:
Aptive seeks a Deputy Program Manager with a strong background in strategic communications and outreach to support the National Institutes of Health. The Deputy Program Manager will be responsible for leading large, complex projects on behalf of NIH institutes and centers and supporting the Program Manager on contractual matters.
This role will be responsible for overseeing the work of an integrated team of writers, creative designers, web developers, and outreach specialists working to support NIH’s mission. The Program Manager will be charged with overseeing and executing quality, risk, and program management tasks.

This is a contingent, full time position.
Primary Responsibilities:
- Responsible for the overall management of project and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner.
- Ensure project quality and program success.
- Achieve the intent of the project and agency objectives by understanding the project needs and tailoring work to meet those needs.
- Demonstrate exemplary strategic communication and problem-solving skills with clients, peers, management, and contract staff. Make all operational and staffing decisions.
- Ensure that all contract tasks are completed on time.
- Capably direct contract staff to meet all contract requirements.
- Expert in communicating with government contact. Guide the management and control of the project.
Minimum Qualifications:
- 12 years of relevant experience, with at least 7 years in project management, managing multi-task contracts.
- B.A./B.S. in business or related field.
- Experience supporting the National Institutes of Health.
- Ability to obtain and maintain a Public Trust or other needed federal background investigation
Desired Qualifications:
- Develop and implement strategic communications plans.
- Write website content, newsletter articles, blog posts, training materials, reports, and video scripts.
- Ability to communicate effectively, both orally and in writing.
- Ability to educate and inform senior federal management on various communication planning alternatives.
- Preferably a Project Management Professional (PMP) certification.
