The Program Coordinator - Lead Case Manager is expected to function effectively with moderate supervision while following all requirements outlined by the Office of Refugee Resettlement (ORR) Department of Children’s Services (ORR/DCS) and the U.S. Conference of Catholic Bishops Migration and Refugee Services (USCCB/MRS) program guidelines. Local travel is required for day and evening work.

Responsible for supervision of case manager(s) and/or case support worker(s). Maintain a small caseload and conduct Home Study assessments of unaccompanied migrant children (UC) reunifying with sponsors in Massachusetts. Responsible for supporting UC and families with resource referrals, community connections, and case management services while utilizing trauma informed care approach throughout service provision.

 

RESPONSIBILITIES: 

  • Ensure that the activities of this position and relevant programs are consistent with the mission, vision, and values of the Catholic Charitable Bureau Archdiocese of Boston and Refugee and Immigration Services.  
  • Develop working knowledge of federal contracts for unaccompanied children services.
  • Adhere to programmatic and contractual timelines for provision of services, including accurate reporting required by ORR/DCS and USCCB/MRS.
  • Assist program manager with recruitment and interviewing and onboarding new case managers and case support workers, to include training and shadowing when needed.
  • As assigned by program manager, supervise case managers, case support workers, and/or case aides. 
  • Ensure supervisees are equipped and trained in all ORR requirements for providing home study and post release services.
  • Conduct weekly supervision with supervisees to ensure awareness of job responsibilities and provide ongoing feedback and support. 
  • Review reports from case managers to provide feedback and corrections within specified timeframes. Approve reports through the designated data portal in compliance with deadlines.  
  • Maintain a small caseload of post-release cases in compliance with contract terms and agency expectations as defined by program supervisor. 
  • Provide psychoeducational information, referrals, outreach, advocacy, and support to unaccompanied children and families, when needed. 
  • Complete all client and program required reports and submit within specified timeframes.
  • Maintain orderly case files and comprehensive documentation on client services and referrals.  Ensure that all information reported is accurate, documented and reliable.
  • Maintain, enhance, and develop collaborative relationships with service providers including medical, educational, mental health, and trafficking victim assistance programs.  
  • Participate in peer-to-peer support opportunities for growth and learning. 
  • Attend all required meetings and trainings and track hours and topics of each training.
  • Work is performed in the office, in client homes with the UC and sponsor in Massachusetts, and in a virtual/remote environment with prior approval. Sitting and standing for extended periods is necessary when working in the office or remote.  The use of phones, keyboards, other office equipment and written documentation is required.  
  • The use of personal protective equipment is required as directed.
  • Other related responsibilities as assigned. 

 

QUALIFICATIONS: 

  • Master’s degree in the Behavioral Health Sciences, Human Services, or Social Services field.  A Bachelor’s degree with at least five years of progressive employment experience in relevant fields that demonstrates supervisory and case management experience may be considered. 
  • Bilingual in English and Spanish required, native speaker preferred. 
  • Social work licensure or relevant work experience with youth, immigrants, or refugees at a non-governmental agency or social service agency preferred.
  • Demonstrated experience with trauma-informed care and working with unaccompanied migrant children and their families.
  • Ability to work within the community and perform outreach duties, including the ability to do so while working remotely. 
  • Excellent administrative, data collection, typing, and writing skills; strong attention to detail; computer proficiency in MS Office, online learning platforms, and database.  
  • Experience with virtual communication and meeting tools such as Zoom and WhatsApp. 
  • Ability to establish and maintain a positive and professional relationship with co-workers, clients, and community service providers.  
  • Cultural responsiveness, commitment to racial justice, and ability to relate well and effectively in a multicultural and multilingual workplace with diverse client population is required.
  • Adhere to all agency and departmental safety procedures including reporting any unsafe practices, environment, and equipment through proper notification channels. 
  • Must have valid U.S. driver's license. Work travel is required, insurance coverage and access to a reliable vehicle is required.
