ORGANIZATIONAL UNIT
The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:
The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.
ITU (International Telecommunication Union) provides platforms and tools for effective policy, legal and regulatory frameworks to support regulators and policymakers in driving inclusive and cross-sectoral collaboration so that all stakeholders have their voices heard and create a virtuous dynamic for the digital transformation.
ITU convenes global and regional forums to discuss global trends in regulation for sector members and other national and international stakeholders, through organizing strategic dialogues on topical policy, legal, regulatory, as well as on economic and financial issues and market developments.
ITU provides data, research, analysis and tools to support members in defining, elaborating, implementing, and reviewing transparent, coherent and forward-looking strategies, policy, legal and regulatory frameworks as well as in moving towards evidence-based decision-making.
ITU provides direct assistance to countries and regions for enabling environment of smart connected societies.
Under the direction of the Americas Regional Office (RO-AMS) and in coordination with the Regulatory and Market Environment Division (RME), the consultant will:
Depending on the area of intervention (Digital Policy, regulatory, economic and market trends):
Education: University degree in Telecommunication/ICTs, law, economics, public affairs and international relations, international development, management, engineering, political or social sciences or a related field. An advanced degree would be an advantage.
Experience: At least five (5) years of progressively responsible experience in the field relevant to the Special Service Agreement (SSA).
Languages: Knowledge of Spanish and/or English at advanced level.
From USD 230 to USD 340 per working day to be defined according to the work experience of the consultant.
