Kadiak LLC, a Koniag Government Services Company, is seeking a Project Director with a Public Trust Clearance to support Kadiak and our government customer. This is a Remote opportunity with occasional travel.

The Project Director will oversee and manage a team implementing the Judicial, Court, and Attorney Measures of Performance (JCAMP) to support the Children’s Bureau (CB), under the U.S. Department of Health & Human Services’ (HHS), Administration for Children and Families (ACF). The CB is the agency within the federal Government that is responsible for assisting child welfare systems by promoting continuous improvement in the delivery of child welfare services. The CB plans, manages, coordinates, and supports child abuse and neglect prevention and child welfare services programs. **

Essential Functions, Responsibilities & Duties may include, but are not limited to:**

  • Work directly with the JCAMP government and contract team to implement goals and objectives of the project on time, and within budget and scope.
  • Oversee all aspects of project(s) including directing and monitoring contractor staff and any interns/extern, tasks, and assignments.
  • Develop a detailed PMP to monitor and track tasks and assignment progress, as well as project goals.
  • Review project implementation and gather data on project execution.
  • Prepare reports on contract performance measures and activities as required, including any identifiable measures for project and process improvements, and ensure deadlines are met.
  • Liaise with project lead to maintain project timelines and efficacy.
  • Assist with developing materials and other items necessary for completing project goals.
  • Travel to location sites as appointed by the federal partner.
  • Manage contract budget and resourcing.
  • Manage the interaction and communications with contractors and all JCAMP stakeholders.
  • Has or is able to obtain a Public Trust clearance.

Work Experience, Knowledge, Skills & Abilities:

  • Relevant experience must be in program management (e.g., trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity-based costing, life cycle cost estimating, activity-based budgeting, and gap analysis), personnel management, and project management (e.g., communications plan development, risk management, project management frameworks such as Agile, resource planning and management, conflict management and resolution).
  • 5+ years’ experience working with state, federal or tribal court systems, with an expertise in child welfare legal practice.
  • 5+ years’ experience in budget management.
  • Experience working with tribal communities.
  • Strong leadership, teamwork, and client management experience.
  • Expert-level experience with Microsoft Office suite (Excel, Word, PowerPoint, Teams, etc.).
  • Demonstrated ability/experience in successfully developing, implementing, and managing complex, high profile, multi-faceted projects.
  • Demonstrated ability to communicate clearly, both orally and in writing.
  • Demonstrated ability to organize and perform multiple tasks at the same time.
  • Analytical, problem-solving, and decision-making capabilities.
  • Minimum bachelor’s degree from an accredited college or university in law or related discipline; juris doctorate degree preferred.
  • Preferred experience as a former attorney or judge.
  • Preferred experience in tribal child welfare.
  • Project Management Professional Certification a plus.
  • Public Trust Clearance

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. **
