Tactical Small Boat Expert (Army)

Scope of Work

1. This position requires significant experience with the operational planning, tactical deployment of Army watercraft and for the authoring of Tactics, Techniques and Procedure (TTPs) documentation. The position requires experience in the operation of vessels up to 15m in size. The candidate must provide demonstrable experience, in particular, the use of watercraft in a Regional Force Surveillance Group (RFSG) context.

2. The Tactical Small Boat Expert (Army) will be supported by subject matter experts within The Hydrographic Systems Program Office (HSPO) and Army to achieve outcomes, and would be expected to develop and maintain close working relationships with all relevant stakeholders including:

  1. HSPO Project Staff IIS of the Regional Support Craft (RSC) procurement and reporting; b. HSPO Army Marine Provision of Technical Management of Army Marine watercraft;
  2. 51 Far North Queensland Regiment (51 FNQR) Officer Commanding Training Company, 51 FNQR Watercraft Training Cell for current use of the RSC in the OP RESOLUTE and OP OVERARCH, and advice on TTP construction;
  3. HQ RFSG Higher formation command Customer; and
  4. Maritime Border Command Operational Headquarters.

3. HSPO has a requirement to engage a Tactical Small Boat Expert (Army) for the authoring and delivery of Armys TTPs documentation for the RSC. The resource will be expected to deliver:

  1. Proposed outline of the RSC TTPs within 5 working days of commencement;
  2. A set of draft TTPs for peer review; and c. Final TTPs for publication following the peer review period.

4. The Tactical Small Boat Expert (Army) is required to produce TTPs for the operation of the Army RSC with delivery NLT 30 Apr 23.

5. The in-service RSC is currently operated by 51 FNQR and is based at Thursday Island and provides year round penetration into the Torres. The RSC provides a High-level Support Craft to Army (and in particular, the Regional Force Surveillance Units (RFSU)) with a capability that:

  1. Sustains a tier 1 fleet on the water.
  2. Conduct a search, rescue and recovery operation.
  3. Conduct community engagement within the Torres Straits, which is a complex body of water due to shallow depths, currents and highly variable wind conditions.
  4. Provides a three stretcher CASEVAC capacity.

6. Duties of the Tactical Small Boat Expert (Army) include but are not be limited to:

  1. Accountable for the delivery of Armys Tactics, Techniques and Procedures document;
  2. Use knowledge, skills and experience to advance 51 FNQR Watercraft Training Cell skillsets for the operation of the RSC;
  3. Communicate RSC operational limits of very complex nature to commanders and operators of the vessel;
  4. Engage with internal and external stakeholders from other watercraft specialties to share and develop TTPs for Army (focusing of the RFSU; and
  5. Motivate and mentor Watercraft teams, aligning complementary skills and experience in a manner that delivers results.

7. The following skills, experience and qualifications are required:

  1. Demonstrable experience and qualifications in the tactical use of Army watercraft, particularly focusing in the tactical operation of small watercraft in the RFSU environments;
  2. Effective communication and ability to write, engage, persuade and achieve effective outcomes at the executive level;
  3. Demonstrable experience of the delivery of TTPs for other tier 1 or tier 2 Army watercraft;
  4. Proficient in Microsoft applications including MS Word and Excel. Able to produce consistent documents based on agreed templates and ensure strict formats produced to a standard.

8. Ability to deliver services in Cairns (Porton Barracks) at the agreed contract start date.

9. BASELINE level security clearance.
