Job description

Position Specific Summary

This full-time remote position serves as a data abstractor for the Iowa Violent Death Reporting System (IA-VDRS) and is responsible for reviewing death certificate, medical examiner and law enforcement reports for all deaths that occur in Iowa due to violence. This includes the responsibility of abstraction, complex coding and data entry into the CDC's data system. The position assists the IA-VDRS program manager in data and record management to maintain the quality, accuracy, integrity and confidentiality of all hard-copy and electronic data. The position serves as representative and as the field liaison between the program manager, the director, the data sources, the advisory board, community anti-violence groups and other injury prevention advocacy groups. This position works closely with management and technical staff in developing community relations and disseminating data summaries, tables, charts and other public relation initiative.

This position is eligible for remote work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually, and must comply with the remote work program and related policies and employee travel policy when working at a remote location.


KEY AREAS OF RESPONSIBILITIES AND SPECIFIC JOB TASKS

Data Collection

  • Access death certificate, medical examiner, law enforcement, and other confidential data sources.
  • Schedule and perform data collection independently.
  • Assists the IA-VDRS program manager in data and record management.
  • As field liaison, establish and maintain effective working relationships with the program manager, the director, the data sources, the advisory board, community anti-violence groups and other injury prevention advocacy groups.

Abstract, Code and Analyze Data:

  • Review and code death certificate and medical examiner data as well as abstract required information according to rigorous protocols.
  • Knowledge of ICD-9 and 10 External Causes of Death Codes and ability to interpret data from multiple sources to accurately assign ICD Cause of Death Codes.
  • Review and code occupation data as per the occupation and industry Department of Labor Standard Occupational Classifications.
  • Read, interpret and abstract law enforcement records.
  • Summarize and write concise and specific narratives based on data.

Data Integrity:

  • Accurately interpret, code, and enter confidential and/or sensitive data
  • Maintain confidentiality of data collected.
  • Participate in quality control efforts and implementation of ongoing technical and operational changes.

Data Reporting:

  • Enter abstracted data into a complex CDC-based online data entry system.
  • Analyze data and produce other reports as required.

Communication and Outreach:

  • Maintain excellent interpersonal, verbal and communication skills.
  • Establish relationships and work well with people in varied work environments.
  • Prepare written, electronic, and verbal reports and presentations.

Leadership/Supervision

  • Develop and maintain productive work schedules with multiple partners with limited direct supervision.

Required Qualifications

Requires a bachelor’s degree in health sciences, medical coding, health information technology, criminal justice, or an equivalent combination of education and experience.

6 months – 1 year experience in record abstraction.

Strong verbal and written communications skills.

Demonstrated ability to function independently.

Experience developing human subject IRB applications, protocols, and/or data collection instruments.

Strong interpersonal and organizational skills.

Ability to travel, valid US driving license and ability to meet the University of Iowa Fleet Safety Program driving standard is required.


Desirable Qualifications

Demonstrated ability to review and code medical records according to rigorous protocols.

Familiarity with the ICD-9 and 10-CM coding system.

Familiarity with occupation data (Department of Labor Standard Occupational Classification codes).

Demonstrated ability to read, interpret and abstract law enforcement records.

Demonstrated ability to summarize and write concise but specific narratives based on data.

Experience entering complex data into computerized databases.

Knowledge of epidemiologic and survey methods in public health.

Ability to relate well with outside agencies (police departments and county medical examiners).

Demonstrated evidence of success in handling time sensitive assignments.

Proficiency with computers using Windows and Microsoft applications including Word, Excel, PowerPoint, Outlook, and Access (or other data entry/management software).
