Key Accountabilities:

  • Serves as the principal regulatory contact point and manage consultants, attorneys, lobbyists and interact with regulatory contacts at both Federal and State Commissions, local authorities, utilities, RTOs, energy coalition groups and other competitive retailers and as such frequently respond to external communications and/or resolve issues that are raised by those entities.
  • Monitor and report on relevant market developments, regulatory applications and proceedings across markets of interest to executives and internal department heads, with focus toward communications that lead to the development of enhanced internal and external regulatory strategies, changes in rules, compliance and policies that are in support of Just Energy’s business strategies, risk, forecasting, cost to serve, etc.
  • Obtain information on various existing and new rules as well as legislation and stay informed on various utility rate proceedings and efforts that will have an impact on Just Energy’s business.
  • Act as the liaison between internal departments, external regulatory contacts and the Regulatory Administration team.
  • Communicate/advise internal business units on compliance with regulations and requirements for the marketing and sale of energy, and transactional and operational rules, as applicable. Provide guidance related to rule requirements and decision making of internal business rules and assist in the development of business processes and support proper historical and current documentation record upkeep, as well as support with compliance issues and formal/escalated complaint issues and assist.
  • Review and approve contracts, scripts, marketing materials, etc.
  • Establish and maintain effective relationships with governments, regulators, utilities and market participants as well as internal departments.
  • Manage all available resources (including RESA, outside counsel and lobbyists activities) to ensure company positions, alternatives and concerns are successfully conveyed in regulatory proceedings and governmental matters at a reasonable cost and within budget.
  • Review and periodically audit as necessary compliance with all marketing, scripting, enrollment and other required contracts and customer materials, to support Just Energy’s requirements to maintain rule compliance in each jurisdiction. This includes guidance and expectations on rules and proper processes in relation to the following aspects of Just Energy’s business; customer communications, complaint handling, customer and supply contracts, cost to serve, marketing, sales and training material, customer billing, compliance filings, financial requirements, electric and gas supply issues including forecasting, greenhouse gas, renewable energy, renewable portfolio standards and resource adequacy compliance.

Regulatory Reporting and Administration:

  • Review new regulatory reporting requirements, prepare, facilitate and communicate training; as required, for new processes and/or changes to existing processes.
  • Review and approve applicable compliance filings, license applications and other regulatory filings for assigned jurisdictions.
  • Assist in the research in new jurisdictions to determine permit/license requirements, fees, population and other market information that will assist the Sales/Marketing departments in decision-making regarding entry into these new jurisdictions.
  • Ensure accurate and timely reporting and filings to regulatory and government agencies in accordance with licensing and legal requirements.
  • Be the go-to person for any urgent issues affecting the company’s commodity licenses and operations in assigned jurisdictions.

Supply Related:

  • Provide guidance and information on complex supply related issues and ensure that the department and the company have up to date information regarding pipeline, wholesale gas and electric supply issues, including RPS and Capacity matters, so that they can better forecast risk and set current and future pricing.
  • Assist Supply with the procurement and reporting of renewable energy in relation to RPS regulation and compliance matters in assigned jurisdictions.
  • Assist Supply with information and reporting on supply and capacity related issues related all RTO markets and FERC.

Key Qualifications:

  • At least 7-10 years of prior working experience in regulatory affairs, policy advocacy, governmental licensing and permit processes in a retail and wholesale energy business setting.
  • BBA required, Masters preferred.
  • Proven success in building and maintaining effective internal stakeholder relationships and strong negotiation skills.
  • Extensive working experience with establishing and maintaining good relationships with various governmental regulators, utilities and RTOs.
  • Proficient in reading, understanding and communicating regulatory filings, rules and regulation, legislative bills, utility tariffs, and Commission issued orders. Provide feedback and make public comments in relation to the same.
  • Excellent verbal/written communication skills and the ability to communicate complex regulatory issues and the meaning of those to a broad audience. Skilled in facilitation and presentation.
  • Think and act quickly on various urgent internal and external issues of importance to the company.
  • Thorough decision making skills and ability to delegate tasks as needed successfully.
  • Excellent organizational skills and time management skills with the ability to prioritize workload and multi-task in a fast pace environment while maintaining accuracy and attention to detail.
  • Ability to work flexible or extended working hours as needed to meet business needs; demonstrated good attendance and punctuality. Ability to work under pressure and adaptable to change.
  • Experience in observing and reporting assurance relating to compliance in line with corporate, regulatory and legal standards, policies and practices.
  • Position is remote (work from home) within references location. Ability to travel (5-10 times a year) to regulatory meetings, conferences and internal meetings.
  • Proficient computer skills in Microsoft Office (Word, Visio, Excel, PowerPoint and Outlook).
