JOB SUMMARY

Manage the Metro-North Ridership Counting Program as part of the Ridership Analysis group.


DUTIES AND RESPONSIBILITIES

  • Develop scheduling strategies to ensure all required trains and information regarding survey counts are obtained during the specified counting program windows. Maintain accurate count database details for use in service planning initiatives
  • Manage daily activities of the Counting Program, including assigning counters to trains at GCT, field locations, and on-board line segments for semi-annual counts of all trains; coordinate counts for special occasions (holiday getaways) and service incidents (major storms, etc.), Section 15 and maximum load counts; spot check counters, review counts for accuracy and sample adequacy.
  • Oversee the work performed by the contractor; handle personnel issues associated with the GoodTemps staff, including requesting and reviewing new staff, addressing performance issues with the contractor and escalating issues to other parties where needed, and ensuring adequate supplies are available (clickers, vests, etc).
  • Set the Counting Program budget (currently at $1.5 million annually), ensure that funds are in place for the annual program, and monitor expenditures against budget.
  • Process all invoices, including receipting, and monitor progress toward payment. This includes review invoices and approving them if the work has contractual standards.

 

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor’s degree in business administration, Statistics, or related field. Demonstrated equivalent education, experience, or technical credentials to include an additional four (4) years of related experience may be considered in lieu of degree.
  • Minimum of three (3) years of transportation operations, planning, procurement, policy, or equivalent work experience.
  • Minimum of two (2) years of experience managing staff and/or projects.

 

KNOWLEDGE, SKILLS AND ABILITIES

  • Strong interpersonal skills with the ability to speak effectively with internal departments, external agencies, and counting staff.
  • Knowledge of Word, Excel and/or comparable PC applications.
  • Good oral and written communication skills.
  • Basic knowledge of transit operations.
  • Detail oriented with good quantitative, analytical, and financial skills.
  • Ability to handle multiple tasks simultaneously and prioritize workload while adhering to deadlines.

 

PREFERRED QUALIFICATIONS

The following is/are preferred: 

  • Familiarity with the Metro-North Counting Program or similar programs at other transit agencies

  • This not a policy maker position. Pursuant to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).
  • Actual salary offers may vary based on individual work experience. The annual salary range is subject to change and may be modified at the company’s discretion.
  • This position does not require a driver’s license. Employees driving company vehicles will be subject to License Monitoring and must complete defensive driver training once every three years for current MTA drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
