Brief Description:

 

The Director of Patient Access Technology Delivery is a hands-on, delivery-focused technology leader responsible for managing agile teams to ensure the timely and high-quality delivery of technology solutions that support UBC’s Patient Access Services. This role focuses on overseeing delivery execution using agile scrum methodologies, supporting release management, production support, and continuous improvement of core software platforms. The Director will also be responsible for driving the integration of automation and AI capabilities into delivering workflows and platform solutions to increase operational efficiency and scalability. This leader will partner closely with Product Owners, Scrum Masters, and technical leads to ensure product delivery meets business goals and performance expectations.

 

Specific job duties:

 

Technology Delivery & Execution:

  • Lead agile delivery teams consisting of software engineers, testers, DevOps, and support staff focused on delivering features and enhancements to Patient Access systems.
  • Ensure scrum practices are followed, agile ceremonies are efficient, and agile metrics (velocity, burndown, cycle time) are monitored and continuously improved.
  • Provide direction and oversight for sprint planning, execution, and delivery while ensuring timely issue and risk management across active projects.
  • Ensure consistent adherence to delivery best practices, development standards, code quality, and compliance requirements.
  • Support deployment activities including coordination of release schedules, environment readiness, and production go-live events.
  • Collaborate with internal teams to evaluate and integrate AI/ML-based tools and services into operational workflows and technical platforms.

 

Operational & Team Management:

  • Monitor and maintain ongoing performance of systems including reliability, uptime, and responsiveness, working closely with infrastructure and support teams.
  • Manage internal team capacity and resource allocation to ensure appropriate coverage and delivery throughput.
  • Oversee vendor relationships and onshore/offshore resources to ensure service-level commitments and quality expectations are met.
  • Ensure team members receive proper onboarding, training, and professional development aligned to agile delivery capabilities and technical competencies.
  • Drive accountability and performance through regular goal setting, one-on-ones, coaching, and performance reviews.

 

Financial & Project Oversight:

  • Manage technology labor and delivery budgets including forecasting, resource planning, and cost control.
  • Track and report on team delivery metrics, resource utilization, and project financials at the portfolio level.
  • Support internal governance and compliance by ensuring documentation, processes, and audits are appropriately maintained.

 

Collaboration & Communication:

  • Collaborate with Product Owners who define the roadmap and business priorities, translating them into executable delivery plans.
  • Work cross-functionally with architecture, platform, infrastructure, and analytics teams to ensure solutions align with enterprise technology strategy.
  • Communicate delivery progress, key risks, and mitigation plans clearly to stakeholders and senior leadership.

 

Desired Skills and Qualifications:

  • Bachelor’s degree in computer science or a related field.
  • 7+ years of experience in software delivery, with at least 3 years in a leadership role managing agile delivery teams.
  • Experience delivering healthcare or life sciences technology solutions preferably in patient access settings.
  • Proven expertise in agile methodologies (Scrum, Kanban) and agile tools.
  • Strong understanding of cloud-based platforms (preferably Azure), .NET development, CI/CD pipelines, and DevOps practices.
  • Experience in implementing and managing automation frameworks and AI/ML-driven capabilities within enterprise platforms.
  • Excellent organizational, communication, and interpersonal skills.
  • Ability to manage multiple projects in a fast-paced, matrixed environment with a focus on delivering measurable results.

 

Preferred:

  • Certified Scrum Master (CSM) or equivalent agile certification.
