Raytheon has an awesome opportunity within the Supply Chain Management Proposal Excellence Team for a highly driven Proposal Manager. This role will lead a team of proposal analysts, network with cross functional teams, and suppliers in pursuit of new opportunities and legacy business in a high paced environment.

What you will Do:

  • Communicate and coordinate proposal efforts at all levels of leadership both with internal and external stakeholders.
  • Ensuring proposal submittals are on time and in compliance with defense requirements.
  • Develop, analyze and report out and key metrics to direct team and leadership.
  • Develop and prioritize project pipeline to optimize and improve proposal processes including creation of tools and automated/integrated system solutions.
  • Continually evaluate and execute resourcing requirements based on forecasted proposal volume.
  • Develop and maintain command media detailing processes around quoting and compliant supplier proposals and how they support the overall Raytheon Prime Proposal submittal processes.
  • Develop and maintain Proposal Workflow and metrics
  • Develop operational goals and track performance to goals
  • Act as Liaison between Proposal Operations and Software team to develop long term Proposal workflow requirements/processes and overall implementation timelines
  • Manage team metrics and escalations
  • Develop templates and standards
  • Identify ways to improve metrics/ manage cross functionally to implement solutions

Qualifications You Must Have:

Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree in a related field and a minimum of 5 years’ experience.

Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements.

U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract."

Qualifications We Prefer:

Experience in understanding the requirements associated with procurement activities (RFPs (competitive and Sole Source), Quotes, Proposals, and cost and pricing data reviews).

Experience in management, leading a highly perform team.

Experience with supplier management.

Experience with supporting Program needs inclusive of prime proposal support.

Experience interfacing with internal customers and all levels of organization

Experience developing and delivering presentations(verbal and/or written) to key stakeholders

Knowledge of import / export regulations (ITAR/EAR)

Required Education: Bachelor’s degree in Supply Chain, Business Administration or similar

Will consider 8 additional years of professional experience In Lieu of a completed Degree (16 years total experience)

The salary range for this role is 101,000 USD - 203,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
