Position: Senior Compliance Specialist – Initial Occupancy
Salary: $69,000.00
**What You’ll Do:**
- Review and approve all initial certifications for lease-up communities, ensuring compliance with federal and state program requirements.
- Provide exceptional customer service to onsite team members, offering guidance and training on file processes.
- Independently manage initial lease-up portfolio files, maintaining accuracy and timeliness.
- Maintain a Weekly Unit Qualifying Report and monitor deadlines, reporting to the Compliance Director.
- Develop and implement training sessions and contribute to policy development for initial lease-up communities.
- Create and maintain initial eligibility spreadsheets and assist with training that aligns departmental policies and procedures.
**What You’ll Need:**
- High school diploma or GED, with a minimum of 2 years of experience.
- HCCP and COS designations are a must.
- Knowledge of HUD programs, including Section 8, Section 236, and Section 42.
- Experience with Yardi software is preferred.
- Strong time management, attention to detail, and excellent communication skills.
- Ability to adapt to shifting priorities and meet deadlines.
- Intermediate proficiency in MS Office, MS Outlook, and other relevant software.

POSITION SUMMARY:
The Senior Compliance Specialist is responsible and accountable for ensure all initial certifications for lease up communities are reviewed and approved in accordance with the federal and state program requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
In Addition to the role of the Compliance Specialist the Senior Compliance Specialist duties and responsibilities include:
· Provides top level customer service to onsite team members throughout the file approval process; including, but not limited to:
· Phone clarification for all file questions
· Phone training on any file process
· Email clarification of file denial or file task request
· Works independently to ensure specific initial lease up portfolio files is worked accurately in accordance to all applicable development funding types, to include, but not limited to the following:
· Initial Lease up files will be worked immediately and without time delays
· Maintains an accurate Weekly Unit Qualifying Report for all Initial Certifications on New constructions and Acquisitions/Rehabs
· Monitors the 120 day deadline on acquisitions and report weekly to the Compliance Director on vacant unit delays
· Participates in the development and implementation of training sessions for Management and Compliance Staff, as it relates to file approvals for initial lease up communities.
· Contributes to develop documents, policies and procedures as it relates to initial lease up communities
· Initial set of internal guidelines for initial lease up properties within 90 days of development pre-leasing
· Provides training via phone and emails to help the onsite teams understand compliance requirements
· Provides detailed file corrections to onsite teams to encourage learning and understanding of the developments funding requirements
· Assists the Director of Compliance with creating and implementing initial lease up training for onsite teams that ties both departments policies and procedures together
· Creates and maintains the initial eligibility spreadsheets to monitor developments initial eligibility requirements
· If needed, additional hours will be required during November-December to ensure all units are qualified prior to yearend deadline.
· Other duties as assigned.
QUALIFICATIONS/SKILLS & KNOWLEDGE REQUIREMENTS
· High school diploma or general education degree (GED)
· 2 years of experience
· HCCP and COS designation
· Knowledge of HUD programs (Section 8, Section 236 and Section 42)
· Capability to research and plan implementation of any of the programs above or others
· Able to adjust to multiple demands and shifting priorities.
· Experience with Yardi software is preferred.
· Strong time management skills and attention to detail.
· Language Skills – Ability to read, write, speak and interpret basic instructions, simple correspondence and present information one-on-one or in small groups.
· Math Skills – Ability to add, subtract, multiply, divide using whole numbers, fractions and decimals. Ability to compare rate, ratio and percentages and interpret basic graphs.
· Reasoning Skills – Ability to apply common sense understanding to carry out instructions in written, oral or diagram form. Ability to deal with problems that involve concrete variables in standardized situations.
· Computer Skills – Intermediate experience with MS Office, MS Outlook, State Reporting websites, Internet Explorer and YARDI.
TRAINING REQUIREMENTS:
· Continued education of Affordable Housing Finance Regulatory rules and requirements.
· Ongoing professional development.
PHYSICAL DEMANDS:
· Rarely must stand, walk or lift up to 50 pounds.
· Occasionally must reach with hands/arms, stoop, kneel, crouch, crawl and bend.
· Regularly must sit, use hands to finger/handle/feel, talk and hear.
· Close and distance vision is required.
WORK ENVIRONMENT:
· Normally works in an environment with moderate noise.
