Job description

cBEYONData is hiring an Army Budget Requirements Analyst to assist our client in analyzing and defining requirements related to budgeting and financial systems within the Army. The analyst will work to ensure that IT solutions align with the Army’s budgeting processes, policies, and strategic objectives. This role is critical in ensuring that IT systems effectively support the Army’s financial mission while maintaining compliance with regulations and optimizing budgetary operations.

Responsibilities:

  • Requirements Gathering: Collaborate with Army financial stakeholders to identify and document IT system needs for budget formulation, execution, and analysis
  • Documentation: Develop detailed requirement documents, including Functional Requirement Specifications (FRS), Business Requirement Documents (BRD), and Use Cases tailored to Army budgetary processes
  • Stakeholder Collaboration: Act as a liaison between Army finance teams, IT development teams, and other military units to ensure budgetary IT requirements are clearly understood and implemented effectively
  • Compliance: Ensure IT solutions adhere to DoD financial regulations, such as the DoD Financial Management Regulation (FMR) and federal accounting standards
  • System Analysis: Evaluate current IT systems supporting Army budgeting processes to identify gaps, inefficiencies, or areas for enhancement
  • Solution Validation: Participate in the testing and validation of IT solutions to ensure they meet budgetary requirements and comply with Army standards
  • Reporting: Develop and present reports on budgetary system requirements, project progress, and potential risks to senior leadership
  • Training and Support: Provide guidance and training to Army personnel on new or updated IT systems related to budgeting

Requirements:

  • Financial Acumen: Strong understanding of Army and DoD budgeting processes, policies, and regulations
  • Technical Expertise: Familiarity with IT systems used in financial management, such as GFEBS (General Fund Enterprise Business System) or similar platforms
  • Analytical Skills: Ability to analyze complex financial and IT data to develop actionable recommendations
  • Communication: Excellent written and verbal communication skills to effectively collaborate with diverse stakeholders, including military personnel, contractors, and IT teams
  • Attention to Detail: Precision in documenting and reviewing requirements to ensure alignment with Army financial goals
  • Problem-Solving: Proficiency in identifying issues and proposing solutions for IT-related challenges in budgeting processes
  • Bachelor’s degree in Finance, Business Administration, Information Technology, or a related field
  • Active Top Secret security clearance with the ability to obtain Sensitive Compartmented Information (TS/SCI) 
  • Familiarity with DoD and Army-specific financial management systems and regulations
  • 2 - 3 years of experience in IT requirements analysis, with a focus on financial or budgetary systems
  • Experience with requirement management tools (e.g., JIRA, Confluence) and budget-related software

Preferred Skills:

  • Understanding of Army/DoD budgeting processes, including Planning, Programming, Budgeting, and Execution (PPBE)
  • Knowledge of systems development lifecycle (SDLC) and Agile methodologies
  • Certification in business analysis (e.g., CBAP, PMI-PBA) or financial management (e.g., CDFM, CGFM, DoD FM Certification)
  • Experience in working within a government or military environment
