Summary of the role:

Quantum Strides is seeking a dynamic, well connected, and experienced Business Development Executive to support selling IT solutions to federal and state government agencies. The position will report to the Company's C suite and the candidate will be responsible for formulating and executing strategy, developing and qualifying the pipeline to support the pursuit of new information technology and related business services, to potential government customers. The candidate must have demonstrable experience in the Federal government space generating new business opportunities and forming new business relationships with civilian agencies, knowledge of the contractual requirements of the industry, and a track record of proven results.

Responsibilities include full opportunity lifecycle management to include identification and qualification of opportunities, development and maintenance of the opportunity pipeline, development of customer-focused solutions, development and maintenance of customer relationships, and working with executive staff to obtain opportunity pursuit approvals. Additional responsibilities include supporting the development of strong proposals and driving revenues that exceed assigned revenue targets.

Job Duties and Responsibility:

  • Formulating and executing strategy to generate new business with Federal and State agencies in line with Quantum Strides Information technology offerings for:
    • Information Technology Staffing
    • Real Estate, Asset Management and Capital Projects
    • Space and Move Management
    • Facilities Management
    • Sustainability / ESG Reporting
  • Identify opportunities and build a pipeline to win new business across Civilian Federal accounts.
  • Review potential opportunities and help make bid/no-bid recommendations, assist pursuit and capture strategies for new business opportunities
  • Identifying opportunities with high win potential and lead the proposal response effort alongside our bid and capture team to win deals
  • Help forge partnerships with large government contractor and primes with existing engagements and help Quantum Strides get some quick wins
  • Responsible for the development and execution of customer call plans for opportunities, assessing the competitive landscape, and come up with effective win strategy
  • Help with negotiation of teaming agreements, contracts, and proposal development
  • Using strong client management skills, including the ability to develop and maintain lasting relationships with government and industry partners and position Quantum Strides as a trusted partner to government customers
  • Manage responses to government market research inquiries (e.g. RFIs, Sources Sought Notices, etc.), attend industry events and participate in thought leadership initiatives
  • Lead efforts to get Quantum Strides on relevant contracting vehicles that will allow us to offer our services
  • Delivering presentations and communicating to internal and external audiences
  • Consistently achieve and exceed revenue targets

Required Experience and Skills:

  • 5 years of government business development with demonstrated success developing a qualified new business pipeline and winning new business with civilian agencies
  • Experience selling IT staffing and/or IT solutions for Real Estate management, Facilities Management, Asset Management, Space and Move management, Sustainability (ESG reporting)
  • Proven track record of successfully selling IT staffing and services to the government
  • Strong familiarity with federal acquisition regulations, policies, and contract vehicles
  • Strong relationships with government agencies and ability to leverage a rolodex of existing relationships to get some quick wins
  • Ability to identify key growth areas and develop new IT business aligned with the company's growth strategy and campaigns
  • Ability to leverage existing relationships with large government contractors and primes to get Quantum Strides onto existing Information Technology programs as a Small and minority subcontractor, for quick wins
  • Knowledge of Government contracting and current IT acquisition trends and customer buying behaviors
  • Strong contract management, negotiation & influencing skills
  • Ability to present and communicate effectively at senior levels
  • Excellent problem solving & decision making skills
  • Ability to travel for business when required.
