Job description

ICF is currently looking for a Deputy Project Manager who will be responsible for supporting the Project Director and the Children’s Bureau (CB) client in day-to-day management of staff and activities that support technical assistance on state, tribal, and federal child welfare information systems.   

This position will require travel. 

Key Responsibilities: 

  • Excellent skills in multitasking, managing workplans, and managing client relationships and expectations.   

  • Interfaces with the DSS division director and federal DSS staff.  

  • Interfaces with the ICF project director and other ICF staff to provide supplemental technology resources to the project. 

  • Oversees the assignment and delivery of work products which are assigned to the ICF team by the project director and federal client.  

  • Provide thought leadership, guidance, oversight, and quality control over the technical assistance work products to ensure the products are on target with client expectations, delivered on time and within scope, and are error free. 

  • Supports the project director in maintaining projected profitability, controlling costs, and overseeing and approving travel expenses, as well as all personnel management of direct reports. 

 Basic Qualifications: 

  • Bachelor’s degree in IT, business, social work, human services, or other related field 

  • A minimum of 10 years of relevant experience 

Preferred Skills/Experience: 

  • Knowledge of state procurement and the federal APD process 

  • Intimate knowledge of child welfare practice at the state level and the link between the IT programs and practice outcomes 

  • Experience working in a state/tribal child welfare information system 

  • Knowledge of IV&V processes and procedures and agile methodology 

  • Experience executing management responsibilities for a federal contract  

  • Experience providing technical assistance at the federal level 

  • Knowledge of federal reviews and data collections (CCWIS, CFSR, AFCARS, NYTD) 

  • Experience in the implementation of large-scale IT systems ​

  • Knowledge of child welfare state IT systems (SACWIS and/or CCWIS) 

  • Experience in the implementation of large-scale IT systems ​

  • Experience is developing and/or managing development of technical assistance products/services 

  • Proven project management skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$158,029.00 - $268,649.00
