What You'll Be Doing

  • Development of program policies, procedures and guidelines for behavioral health housing programs.
  • Monitor DMHAS funded programs for quality assurance and contract adherence.
  • Development of training curriculum for housing programs.
  • Implementation and on-going oversight of the Opioid Settlement Advisory Committee (OSAC) approved Housing Empowering Recovery from Opioids (HERO) program by creating program eligibility, program outcomes, research outcomes, selection of Private, Non-Profit agencies which will provide services.
  • Review perspective participants, research evaluation responses and reports, preparation of information for public distribution;
  • Answer general informational questions for the public;
  • Monitor programs using site visits when necessary;
  • Serves as a liaison between the program or project and specific people or organizations, including landlords, tenants, service providers and housing coordination staff
  • Review spending reports, approve program expenses and track balances throughout the course of the program.
  • Oversee the Memorandum of Understanding with the Department of Housing (DOH) to ensure fiscal and programmatic compliance.

Statewide Services is a division within the DMHAS Office of the Commissioner. It consists of a group of professionals who oversee very specific programs and services designed to meet the diverse and often unique needs of clients, or potential clients, around the state. These professionals respond to issues related to aging, housing and homelessness, employment services, special education, nursing home placement, traumatic brain injury, problem gambling, surviving trauma, and pregnant or parenting women.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Mental Health and Addiction Services and the Department of Children and Families this class is accountable for assisting in the management of a statewide program in a geographical area; accountable for assisting in the management of a specific behavioral health program or serving as a clinical team leader.

EXAMPLES OF DUTIES

  • Assists in directing staff and operations for special programs;
  • Coordinates, plans and manages program activities;
  • Assists in formulating policy and procedures relating to general administration of a managed service system;
  • Participates in the formulation of agency policy;
  • Develops, implements and evaluates the goals and objectives consistent with agency mission and policy;
  • Interprets and administers laws pertaining to program;
  • Trains and evaluates staff;
  • Prepares and administers facility and community grant budgets;
  • Maintains contact with individuals, groups and other organizations which might impact on program operations;
  • Develops and maintains appropriate fiscal and programmatic mechanisms to ensure continuity of care to a defined population and appropriate allocation of resources;
  • Assesses staff needs for delivery of services;
  • Carries out policies and directives of department;
  • Assists in coordinating, planning and managing administrative and/or fiscal and clinical activities;
  • Ensures compliance with internal agency and accrediting bodies' standards;
  • Participates in the recruitment and hiring of staff, including outreach, interview and selection;
  • May assume a leadership role for agency system wide program development and administration activities;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of public administration;
    • principles of mental health treatment and program design;
    • managed care system principles and practices;
    • clinical treatment methodologies and programs for psychiatric clients;

Minimum Qualifications - General Experience

Eight (8) years of experience in business or health care administration, program development involving responsibility for financial management, budget development or grants management, professional health care or social services.

Minimum Qualifications - Substitutions Allowed

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) years of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public or health care administration, a Master's degree in business administration with a specialization in health services or hospital administration, a Master’s degree in social work or a Master's degree in a related health care discipline may be substituted for one (1) additional year of the General Experience.

Preferred Qualifications

  • Experience in managing contracts of at least $1 million annually
  • Knowledge and experience working in the housing, substance use disorder and/or behavioral health services fields
  • Knowledgeable with regulations and statutes related to housing, substance use disorder and/or behavioral health services
  • Knowledge with and experience in developing policies related to housing, substance use disorder and/or behavioral health services
  • Experience in developing and managing budgets for programs
  • Experience in continuous quality improvement activities and program development
  • Experience in customer service - related duties and practices
  • Experience in working with multidisciplinary teams for process and quality improvement

Special Requirements

Incumbents in this class may be required to possess appropriate current licenses or certifications.
