Job description

CivicActions is a mission-minded company. We focus on helping the government deliver better services through modern software practices. We work in cross-functional, agile teams and communicate openly and honestly. We encourage a balanced, autonomous lifestyle. We are looking for others like us with a true passion for using technology to change our world positively.

We are seeking a collaborative and proactive Agile Program Support Specialist to join the Website Experience Content Management System (WECMS) program at the U.S. Centers for Medicare & Medicaid Services (CMS). In this role, you’ll support Agile teams and product managers in delivering high-impact digital services by enhancing documentation, streamlining tooling workflows, supporting planning and reporting processes, and promoting best practices in Agile and SAFe methodologies.

Your contributions will help ensure program-wide consistency, communication, and efficiency. From facilitating key ceremonies and team demos (as needed) to improving Jira dashboards and reporting accuracy, you’ll be a critical enabler of delivery success across multiple work streams.

This position is fully remote (work from home) and requires the ability to pass a federal background investigation.

Responsibilities:
  • Streamline Agile Reporting: Collaborate with teams to validate and compile key metrics (e.g., velocity, objective status, sprint progress, issue trends) and contribute to internal and client-facing reporting (e.g., biweekly status reports, monthly status reports, sprint demos).
  • Optimize Tooling and Workflows: Provide expert-level support in Jira, Confluence, Mural, Slack, Google Suite, MS Teams, and other collaboration tools to automate processes, build dynamic dashboards, and reduce manual effort through templates and repeatable reporting workflows.
  • Assist with Issue and Bug Management: Help track, document, and coordinate investigation of recurring bugs or blockers across teams; support root cause analysis and contribute to process changes that address underlying issues.
  • Enhance Team and Product Alignment: Work in partnership with Product Managers and team leads to help maintain visibility into objectives, dependencies, and delivery timelines across workstreams.
  • Support Program Planning and Execution: Assist in coordinating and facilitating internal team activities, ensuring alignment between product management, delivery teams, and ongoing objectives to support Program Increment (PI) planning.
  • Facilitate Agile Team Activities: Support facilitation of Agile ceremonies when needed (e.g., retrospectives, sprint planning, demos), and reinforce practices that foster collaboration, delivery focus, and continuous improvement.
  • Maintain and Improve Documentation: Provide structure and continuity to documentation—supporting Confluence organization, Team Working Agreement (TWA) guidance/updates, sprint tracking artifacts, and risk/decision logs.
  • Proactively Identify Operational Improvements: Spot opportunities to improve day-to-day program operations, reduce friction, and save time for delivery teams—bringing a systems-thinking lens and collaborative mindset.
  • Foster Consistent Communication: Serve as a coordination point to ensure consistency and clarity in communications across teams and with clients—promoting shared understanding of objectives, progress, and dependencies.

Qualifications

Required:

    • 5+ years of experience managing Agile IT projects as a Scrum Master, Project Manager, Delivery Lead, or equivalent role
    • 3+ years of experience working on large scale digital service or IT projects (State or Federal Government work experience preferred)
    • Bachelor’s degree, or 4 additional years of relevant experience in lieu of a degree
    • Expertise in Jira, including experience with process automation, dashboard creation, and reporting across multiple projects
    • Proficiency in Slack, Mural, Confluence, MS Teams, and Google Suite (Docs, Sheets, Slides, etc.)
    • Experience coordinating across large projects or supporting multiple Agile teams simultaneously
    • Strong written and verbal communication skills with the ability to coordinate within a large organization
    • Experience supporting Agile ceremonies and coaching team members on Agile practices
    • Ability to track and synthesize Agile delivery metrics for stakeholder communication

Preferred:

    • Certification in Agile frameworks (e.g., Certified Scrum Master [CSM], Professional Scrum Master [PSM], or equivalent)
    • SAFe certification or willingness to pursue one (e.g., SAFe Agilist, SAFe Scrum Master)
    • Prior U.S. Government public trust or security clearance or a completed background investigation
