Summary:
Responsible for managing, coordinating, administering, and planning the administration functions of Engineering in order to ensure compliance with company/departmental policies and procedures, ensure proper application of collective bargaining agreements, and maintain consistency across Engineering disciplines. This position provides direct leadership to employees performing day-to-day operational support functions, as well as direction and guidance to operational managers, up to and including Principal Engineers & Assistant Chief Engineers.
Responsibilities:
Responsibilities may include but are not limited to:
Direct and manage staff in completion of daily work; develop new processes and procedures and communicate these with department, including administration staff, operations managers, and field employees as applicable.
Provide guidance and assist Engineering operations departments and senior management regarding administration procedures, correct application of collective bargaining rules, audits, and headcount/headquarter information.
Manage advertisement and award process for all Engineering disciplines with employees represented by BRS, IBEW, IRSA, SMART (SMWIA) and SMART (UTU). Manage all seniority rosters and equipment qualifications. Manage the Callout documentation for both scheduled work and emergencies.
Manage administration processes including qualification and upgrades, license/moving violations, and compliance with ISO 9001 as necessary.
Ensure correct application of collective bargaining rules and company policies; respond to union claims by researching circumstances, applying appropriate rules, and drafting letters; maintain documentation and facilitate the payment of claims as applicable. Manage and coordinate responses with Chief Engineer and operational managers to grievances ensuring they are consistent with the department and corporate policy and collective bargaining agreements.
Assist in the implementation and use of new alternative technology concerning the recording of employee and job information. Assist in the training and roll out of future advancements in technology/programs.
Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling and discipline- when necessary. Review direct reports and approve performance appraisals. Ensure a safe working environment and adherence to guidelines of company safety policies and procedures. Lead by example. Perform all other duties as requested by Senior Management.
Verify the integrity of information used for canvassing and call-outs, including rosters. Manage and issue all required labor reports.
Qualifications:
A Bachelor’s Degree in Business Administration or related business/financial field. An additional four years (ten years total) of demonstrated directly related equivalent administration experience in positions of increasing responsibility may be considered in lieu of a degree.
Must possess six years of progressively responsible administration experience, preferably in an operational environment area such as planning and/or administration of labor agreements in a multi union environment.
Must possess prior experience managing and supervising office administration staff with the ability to train, direct and motivate administration staff.
Must possess ability to manage and monitor many diverse administrative functions simultaneously and establish priorities to meet deadlines.
Must have experience researching/processing re-engineering/streamlining of processes or demonstrated equivalent.
Must possess demonstrated effective leadership; analytical and negotiating skills; sound judgment; professional demeanor; high degree of integrity; and problem solving and decision making skills.
Must possess proven ability to implement and manage change; ability to motivate others and influence decisions.
Must possess ability to effectively coordinate with all departments involved in the day-to-day operations as well as employees at all levels of the organization.
Must possess strong verbal and written communication skills, presentation skills, and administration/organizational skills with the ability to effectively manage, interpret, and disseminate information, as well as initiate necessary action regarding the application of labor agreements and company policies and procedures.
Must possess strong computer skills, with working knowledge of various software packages (i.e., Excel, Word, Outlook, Computer Databases)
Preferred:
Master’s degree in a related field.
Prior labor relations experience.
Thorough knowledge of Engineering policies and procedures, human resource issues, and payroll systems.
Thorough knowledge of Engineering’s collective bargaining agreements, including BRS, IBEW, IRSA, NTSA, TCIU, and SMART (UTU & SMWIA).
Thorough knowledge of LIRR policies, procedures, and organizational structure.
Other Information:
In addition to meeting the minimum requirements of the position, the selection process may include, but is not limited to a pre-screening assessment (i.e., physical, written, and/ or practical evaluation) and interview. In addition, LIRR employee applicants must be in their current position for the 12 months immediately preceding the close date of this posting and must possess a satisfactory work history, including attendance and discipline record. A record of more than ten sick days without medical documentation in two of the last three years is considered unsatisfactory attendance.
